Born in Glenside, PA, to parents William W. Armstrong and Helen (Lloyd) Armstrong, Armstrong attended seven different schools elementary schools during WWII. In 9th grade at Mt. Lebanon (PA) High School, his chemistry teacher recommended that he pursue a career in science. He began this at Lehigh University where he received a BA in Applied Science in 1959, followed by BS in Industrial Engineering in 1960.
He then spent three years working as an Industrial Engineer as Eastman Kodak in Rochester, NY, and concluded that engineering was an excellent way to learn how to do research. His highlight however, was meeting the young woman who did research on ergonomics in the department, Kay Anderson. She became his wife in 1964. She also became his best reviewer and has improved every paper and book he has written.
In 1963-65 he completed the Master of Science program in industrial administration from Carnegie Mellon University. This was part of an experimental project funded by the Ford Foundation. It accepted 50 practicing engineers to a fully paid two-year program. The goal was to make the practice of management more scientific. He then earned a PhD at the MIT Sloan School.
In 1968, Armstrong accepted a position as Assistant Professor at The Wharton School of the University of Pennsylvania. He was inspired by Benjamin Franklin's advice for faculty members at the University of Pennsylvania to discover useful scientific knowledge and to disseminate the findings. He has contributed to 102 useful scientific findings in 17 fields: advertising, applied statistics, climate change, conflict situations, economic forecasting, education, election forecasting, financial forecasting, forecasting methods, marketing, marketing research, organizational behavior, peer review, scientific method, social responsibility, and strategic planning. He is a founder of the Journal of Forecasting, the International Journal of Forecasting, and the International Symposium on Forecasting (ISF). The 1983 ISF, of which he was Chair, attracted 1,100 participants. Also, he was a co-founder of five websites: ForecastingPrinciples.com, AdvertisingPrinciples.com, PollyVote.com, ClimateBet.com. and the IronLawofRegulation.com.
He published three books: Long-Range Forecasting, Principles of Forecasting, and Persuasive Advertising. In addition, he has published 157 journal articles with ten or more citations.
He served as a visiting professor at seventeen universities around the world. This included 18 months at the Stockholm School of Economics along with his wife and daughters, Kathy and Jennifer. This was a high point as his wife, had family living in Sweden. There were other high points, such as a year at IMEDE (now IMD) in Lausanne, Switzerland with his family.

In 2007, Dr. Armstrong was named one of the "55 of the Hottest, Smartest, Most Talked About College Professors."

in 2017, he received the "Lifetime Achievement Award in Climate Science" from the Heartland Institute at the 12th International Conference on Climate Change
