With almost 40 years of professional experience, Mr. Blackwell is currently a lobbyist for the Oklahoma Child Care Association and the president of Blackwell Consulting. Previously, he served as the director of the Oklahoma Corrections Professionals from 2014 to 2015.
Prior to those positions, Mr. Blackwell served as a State Representative in the Oklahoma House of Representatives between 2002 and 2014. He represented the House District 61 comprised of Cimarron, Beaver, Texas, Harper, and Ellis County in that time. During his 2006 to 2008 term he was elected as the Speaker Pro Tempore by the House of Representatives. A well respected voice in his field, Mr. Blackwell began his career as a youth director at Solider Creek Baptist Church between 1982 and 1983. He served as a BSU Director for the Oklahoma Baptist General Convention from 1984 to 2002.
Mr. Blackwell initially pursued an education at Oklahoma Baptist University, earning a Bachelor of Arts in 1976. He completed a Master's degree in Theology at Southwestern Baptist Theological Seminary in 1991. He also earned a Bachelor of Science degree in Computer Information Systems at Oklahoma Baptist University in 1991. He earned a second Master's degree from Southwestern Oklahoma State University, from which he graduated with a Master of Business Administration in 1998.
Devoting much of his free time to his community, Mr. Blackwell is a member of several professional organizations. He was a member of the American Legislative Exchange Council while in legislature and the National Rifle Association. He has been involved with the U.S. Wrestling Association and the American Softball Association. Notably, Mr. Blackwell was named one of the Outstanding Young Men of America in 1985 and one of the Outstanding Community Leaders of America in 1989. As a legislator, Mr. Blackwell was recognized by AARP, Sheriffs Association, Oklahoma Farm Bureau, Oklahoma District Attorney Association, Oklahoma Board of Dentistry, Oklahoma Psychological Association and Americans United for Life for outstanding legislative work by these organizations.
