With extensive expertise in compliance matters – including codes of conduct, compliance programs, internal controls, compliance governance and compliance training – he is also a subject matter expert in anti-money laundering, government sanctions programs and the Foreign Corrupt Practices Act compliance programs. Mr. Keene served as Executive Vice President and Chief Compliance Officer of MoneyGram International and as a court-appointed independent compliance monitor of a global financial services firm. Today, Mr. Keene focuses a lot of his time representing veterans seeking disability benefits from the U.S. Department of Veterans Affairs.
Prior to establishing his law firm in 2018, Mr. Keene held numerous roles with organizations such as the United Nations and Goldman, Sachs & Co. and with various law firms across London, Hong Kong and New York. He also spent nearly two decades in the military between 1976 and 1995, retiring as a lieutenant colonel. While in the military, he served as a policy analyst for the White House and as a member of the policy planning staff for the U.S. Department of State. While at State, Mr. Keene focused on East Asia policy and was awarded the Department of State's Meritorious Honor Award for his contributions to the development of a program of humanitarian assistance to the newly independent states of the former Soviet Union. Mr. Keene also served as an assistant Army attache for the U.S. Embassy in Beijing from 1988 to 1990. Mr. Keene's tour of duty in Beijing coincided with the historic events at Tiananmen Square in 1989, during which he helped to evacuate Americans from China. Additionally, he taught at the U.S. Military Academy at West Point, New York.
Mr. Keene received a Bachelor of Science from the U.S. Military Academy at West Point in 1976, Master of Public Administration from Harvard University in 1984 and Doctor of Jurisprudence from New York University in 1998. He has notably been admitted to practice before the U.S. Court of Appeals for Veterans Claims and is licensed to practice law in New York State.
A member and former international affairs fellow of the Council on Foreign Relations, Mr. Keene is also a member of the National Organization of Veteran's Advocates. In honor of his time in the military, he was awarded the Legion of Merit. He also won a prestigious and highly competitive Olmsted Scholarship from the George and Carol Olmsted Foundation, becoming the first Olmsted Scholar to study in mainland China at the University of Beijing.
