Mr. Quinlan is a distinguished attorney with a career in law that spanned over four decades. At the inception of his career in 1963, he found success with the law firm Rogers & Wells in New York City as an associate for seven years before advancing to the post of partner until his departure from the firm in 1990. Soon thereafter, he served of counsel at Clifford Chance in New York City for more than 15 years and a consultant for two additional years. Retiring from law full-time in 2009, Mr. Quinlan has since participated as a member of the Oxfam International Legal Advisors Panel for the United Nations Arms Trade Treaty Negotiations.
Alongside his primary career responsibilities, Mr. Quinlan has excelled on several committees, including the climate advisors group with the Unitarian Universalist United Nations Office and as the chair of the Nuclear Disarmament Task Force. Likewise, he worked as a board member of the NGO Committee of Disarmament Peace and Security, a member of the advisory council of ministerial studies at Harvard University, and President of the Unitarian Universalist District of Metropolitan New York. Furthermore, Mr. Quinlan is a past president of the Yorkville Common Pantry and the Unitarian Universalist Service Committee, among other organizations.
To prepare for his career, Mr. Quinlan pursued a formal education at Harvard University, where he earned a Bachelor of Arts in 1960. Subsequently, he concluded his academic efforts with a Doctor of Jurisprudence in 1963, also at Harvard University. Admitted to practice law in New York in 1964, Mr. Quinlan has also been admitted to practice law before the U.S. District Court for the Southern and Eastern Districts of New York, the U.S. Court of Appeals for the Second, Fourth, Eighth, Tenth and Eleventh Circuits, the U.S. Tax Court and the Supreme Court of the United States.
To remain abreast of developments in the field of law, Mr. Quinlan maintained his association with numerous organizations and societies. A member of the international law section committee on national security of the American Bar Association, he is currently active as the president and a board member of the Lawyers Committee on Nuclear Policy. Additionally, he is additionally affiliated with Amnesty International, the Arm Control Association and the Harvard Club. Moreover, demonstrating versatility in his profession, he authored the paper "Self-Assured Destruction: U.S. Defense Policy in the Nuclear Era" in 2018.
