Born to George Bernard and Mary Jane (Sgarioto) Jaconetty in the Windy City in 1953, Mr. Jaconetty received an AB in History (Honors) and Political Science (Honors) from Loyola University, Summa Cum Laude, in 1975 and a JD from Northwestern University in 1978. A certified review appraiser and certified valuation consultant, he served as Deputy Assessor, Valuation and Appeals, for the Cook County Assessor's Office from 2010 through his retirement from an over 44 year career in local government (nearly 38 years in the service of Cook County), on November 30, 2018. He has maintained a private practice since 1979. Mr. Jaconetty is widely recognized for his expertise in the fields of real estate taxation and administration, election law (particularly in ballot access), and real estate. He has practiced law in the Circuit Court of Cook County and before three districts of the Illinois Appellate Court as well as the Illinois Supreme Court.
Previous roles before his tenure with the Cook County Assessor included First Assistant Commissioner (2007-2010), Chief Deputy Commissioner (1989-2006), Court-appointed Commissioner (1988), Deputy Commissioner (1983-1987) and Assistant to Commissioner (1981-1983) for the Cook County Board of Review (a real estate tax appeal agency). In 1980, Mr. Jaconetty was an assistant corporation counsel with the Chicago Department of Law and, in 1979, an administrative assistant with the Chicago Department of Aviation. He has also served as an adjunct professor at John Marshall Law School.
Since retirement, Mr. Jaconetty has been engaged in private law practice and volunteer activity in various non-profit organizations. He continues to judge in Moot Court Competitions for the National Appellate Advocacy Competition and Northwestern University School of Law, and both he and his wife mentor and judge student projects at all levels of the Chicago Metro History Fair competition.
Over the past thirty years Mr. Jaconetty has been a lecturer and presenter for a whole host of professional organizations. Mr. Jaconetty is admitted to practice in Illinois, and before the United States Court of Appeals for the Seventh Circuit, and the United States District Court for the Northern District of Illinois. He has also served as the editor and author of various articles in the International Association of Assessing Officers' (IAAO) "Valuation of Subsidized Housing" (2003) and "Issues Confronting Properties Affected by Contamination or Environmental Problems" (2002) anthologies as well as a contributor to the IAAO "Property Tax Policies and Administrator Practices, Canada, United States" (2000) and its "Standard on the Valuation of Properties Affected by Environmental Contamination (1999-2001, 2015-2016) He also served as assistant editor and indexer of Corwin on the Constitution" (Cornell University Press 1981). He has been a court-appointed public member to a dozen electoral boards, had served for ten years as an arbitrator in the Circuit Court of Cook County, and has contributed nineteen articles to professional journals or publications and authored several book chapters.
Mr. Jaconetty has served as Chairman ten times and has been a member of the IAAO Legal Committee (1991-2018). He was also appointed to serve as a member of six separate Civic Federation of Chicago, mayoral, Cook County, and State of Illinois task forces and committees on property tax reform from 1994 through 2008. He also served as Chairman of the Chicago Bar Association's Election Law Committee three times (1995, 2005, 2008) and Illinois Department of Revenue's "Revenue Act Recodification Committee" (1992), as well as a member of the Illinois Governor Transition Committee, Board and Commissions Sub-committee (2003). His professional affiliations have encompassed five bar associations, IICLE, IAAO, the National Association of Review Appraisers and Mortgage Underwriters (NARA & MU), the Northwestern Law, Loyola University, and Weber High School Associations, Pi Sigma Alpha (student member), and Alpha Sigma Nu (National Jesuit Colleges Honor Society). Mr. Jaconetty has been recipient of "Man of the Year" and "Charles Plichta" Awards from the Polish and American Citizens Club (2009, 2005, 1987), the IAAO Clifford Allen "Most Valuable Member Award" (2006) and most recently was inducted in its inaugural class of "Fellows" (2018). He has received the "Lawrence Lasser Tax Judge of the Year" award from the National Conference of State Tax Judges (2005), Family Patronage Awards (along with Judith) from the Norridge Marlins Swim Team (2003-2006). He has been recognized with seven IAAO Presidential Citations and Special Service Awards (1995, 1996, 1999, 2001, 2002, 2003, 2009), the Donohoo Essay Award (1996), and two nominations for the Barnard Award. Mr. Jaconetty was also a co-recipient, with Judith Hamill, of the Archdiocese of Chicago Christi Fideles Award (2014).
