Mr. Francis is a state agency administrator with more than 55 years of distinguished accomplishments. He began his career at the Interamerican University of Puerto Rico (formerly Polytechnic Institute of Puerto Rico) in San German, where he graduated magna cum laude with a Bachelor of Arts in 1951. He then attended the London School of Economics, completing a Master of Science in economics in 1955. Mr. Francis returned to the University of Puerto Rico in San Juan in 1959, completing a Master of Public Administration.
Mr. Francis began his professional career as an economist, rising to the position of Director of the Office of Economic Research and subsequently Executive Assistant to the head of the Economic Development Administration of Puerto Rico from 1963 to 1967 before becoming Executive Director of the Puerto Rico Manufacturers Association from 1967 to 1973. From 1973 to 1977, he served as Deputy Administrator of the Continental and Overseas Operations of the Puerto Rico Economic Development Administration in New York where he was responsible for all the Commonwealth's marketing and investment promotional activities.
Mr. Francis acted as Chairman and Chief Executive Officer of Hy-Gain of Puerto Rico from 1977 to 1978 and as Vice President of Corporate Finance of The Securities Corporation of Puerto Rico in San Juan in 1978. In 1979, he became Commissioner of Commerce for the United States Virgin Islands, where he would remain until 1983 before becoming President of Commonwealth Economic Development Associates in San Juan through 1985.
From 1985 to 1989, Mr. Francis acted as an Economic Development Advisor to the Governor of the Commonwealth of Puerto Rico. In 1989, he became Deputy Secretary of State of the Commonwealth of Puerto Rico, primarily tasked with the insertion of the Commonwealth into various regional and international entities such as the World Health Organization and the Food and Agriculture Organization of the United Nations, the Council for Economic Development for Latin America and the Caribbean, a role he held through 1992. From 1993 to 2000, Mr. Francis served as the Director of the Virgin Islands Public Finance Administration headquartered on the island of St. Thomas.
In 2002, the Virgin Islands 24th Legislature awarded Mr. Francis the Virgin Islands Medal of Honor where he was lauded as a "Renaissance Man".
In 1976 he was elected to the Council of the International Association of Athletics Federations representing North America, Central America and the Caribbean and became Vice President of the world governing body for Athletics (track and field) in 1991, a role he held through 2007 that he describes as a career highlight.
During an active career at the service of the sport he represented Puerto Rico at two Olympic Games in Helsinki in 1952 and Melbourne (1956), two Central American and Caribbean Games and the Pan American Games. He has attended 14 Olympic Games in one capacity or the other and served as the IAAF's Technical Delegate at the Barcelona and Atlanta Gams as well as the Chairman of the Jury of Appeals in succeeding Olympics and World Athletics Championships.
He served for two decades as President of the North America, Central America and Caribbean Area Association of the International Association of Athletics Federations and as the president of the Pan American Athletics Commission.
As a testament to his success, Mr. Francis has received several accolades. Named Outstanding Young Man of the Year by the Junior Chamber of Commerce in 1970, he was inducted into the Hall of Fame of Puerto Rico Sports in 1980. Likewise, he was the recipient of the Veterans Award, the Plaque of Merit and the Silver (1996) and Gold (2008) Order of Merit from the International Association of Athletics Federations. He also received the highest awards from the South American Athletics Confederation in 1978 and 1988.
Mr. Francis is married and has two children and five grandchildren.
