Dr. Bailowitz is respected as a pediatrician with more than 30 years of service in public health, with a focus on vaccine operations and preparedness. Fascinated by biology as a study in process and change, she majored in the subject at Harvard College, graduating magna cum laude with the class of 1973. She subsequently earned the Doctor of Medicine degree at Stanford University in 1979.
After completing a pediatric residency at Johns Hopkins, she pursued a fellowship in infectious disease epidemiology at the National Institute of Allergy and Infectious Diseases (1982-1985). The first year of the fellowship included completion of a Master of Public Health at Johns Hopkins Bloomberg School of Public Health. Dr. Bailowitz remained at Hopkins as an assistant professor of preventive medicine (1985-1986) and later as an associate in international health (1989). She shifted from academe to public health service in 1986, working as the Maryland State Department of Health and Mental Hygiene's first pediatric epidemiologist (1986-1988). Dr. Bailowitz led the Baltimore County Department of Health's medical services 1988-1991.
As a clinician with an inner city focus, Dr. Bailowitz served as director of pediatrics and quality assurance at Jai Medical Systems Managed Care Organization from 1991 through 2000. In 2001 she accepted the post of bureau chief of child health at the Baltimore City Health Department. She also provided her expertise as acting chief medical officer (2009-2012), assistant commissioner of clinical services (2011-2012) and commissioner (2013-2018) on the Maryland State Advisory Commission on Immunization. Dr. Bailowitz recalls her work during the H1N1 swine influenza outbreak as a career highlight, providing the opportunity to work in tandem with municipal, state and federal public health resources.
In 2013, Dr. Bailowitz started a private enterprise: Consultants in Public Health. This company offers expertise in vaccine operations and emergency preparedness and response to government, corporate and hospital clients. Other non-profit work has included a leadership role with the American Academy of Pediatrics Maryland Chapter as chair of the committee on infectious diseases. Her work was recognized in 2015 by the Academy with a Special Achievement Award in HPV Education. An author of numerous articles in peer reviewed scientific journals, Dr. Bailowitz also remains committed to teaching. Her greatest source of current career satisfaction is her work as a mentor to physicians pursuing public health degrees at Johns Hopkins Bloomberg School of Public Health. Her greatest life satisfactions are her family and her horses.
