JoAnn Maruoka retired in April 2001 after 32+ years of public service with Department of the Army. A supervisory Information Systems Manager, she served from May 1987 to April 2001 as the Chief of the Information Technology (IT) Plans and Programs Division in the dual-hatted G-6/Office of the Deputy Chief of Staff for Information Management (DCSIM), United States Army, Pacific and the 516th Signal Brigade. She was responsible for IT management (ITM) policy, architecture, mid- to long-range technical planning, and program management. She was also one of the senior ranking women civilians within the United States Army in the Pacific.
Originally from Glendale, California, she is an honor graduate of both the University of Hawaii (MBA-Computer Systems Management, 1971) and UCLA (BA, Psychology, 1966), and has completed various advanced management and leadership training seminars. She began her federal career as a USARPAC Automatic Data Processing (ADP) Management Intern in 1969, and spent a year in 1979-80 as an Army Equal Employment Opportunity (EEO) Specialist. Prior to that, she spent three years as Administrative Assistant to Robert Wenkam, Honolulu-based photographer, environmentalist and Hawaii State Land Use Commissioner.
Ms. Maruoka was a board officer of the National High Performance Computing and Communications Council. She is a past officer and director of the Hawaii State League of Women Voters, 2004-2007. She served two terms as the Pacific Vice President of the Federation of Government Information Processing Councils (FGIPC), 1992-1995. As the Commanding General's appointed USARPAC Federal Women's Program Manager (1994-1996), she performed a collateral policy and advisory role. She was the Deputy ITM Civilian Career Program Manager for USARPAC and the 516th Signal Brigade, and is past president of the Hawaii Intergovernment Information Processing Council (HIIPC); the Federal Women's Council, Hawaii; and the Army in Hawaii Federal Women's Program Committee.
Major awards and recognition she has received include the Meritorious Civilian Service Award (2001); Signal Corps Regimental Association Silver (2001) and Bronze (1997) Orders of Mercury; HQ Department of the Army Award for Contributions to Army's ITM Career Program (2001); Federal Computer Week's Federal 100 (Executives) of 1996; Marquis Who's Who in the World (96-08), in America (97-08), of American Women (95-08), in Science and Engineering (96-08), in Finance and Business (98-05) and others; Armed Forces Communications-Electronics Association (AFCEA) International Award for Excellence in ITM (1992); the federal government-wide Interagency Committee on Information Resources Management (IAC IRM) Award for Management and Administrative Excellence (1991); Honolulu-Pacific Federal Executive Board's Pacific-wide Federal Manager of the Year (1990); Hawaii Chapter, Association of US Army (AUSA) Civilian Supervisor of the Year (1990); Secretary of the Army's EEO Excellence Award (1989); FGIPC's "Lead Dog" leadership award (1993); and the Army Superior Civilian Service Medal (1993).
