Dr. Walter Hai-Tze Tsou is a nationally known consultant on public health and health care reform.

Dr. Tsou is an internist and a public health physician based in Philadelphia, and a nationally known consultant on public health and health care reform. Some of his noteworthy roles as a medical doctor included clinical positions with the Philadelphia Department of Health, Founding Medical Director and Deputy Director of Personal Health Services of the Montgomery County Health Department in Norristown, and an executive board member and the president of the American Public Health Association. Dr. Tsou also served as Health Commissioner for the Philadelphia Department of Public Health from 2000 and 2002. For the past 10 years, he has been Adjunct Professor of Family and Community Health and Adjunct Fellow in the Center for Public Health Initiatives at the University of Pennsylvania Perelman School of Medicine where he teaches courses on public health policy and leadership.

Lecturing widely on public health and health disparities, Dr. Tsou has been involved with numerous related organizations as well. Since 2012, he has been a board member of the Asian and Pacific Islander American Health Forum. He has also long served as co-chair of Physicians for a National Health Program in Philadelphia since 1991. Further, he is the current interim executive director of Physicians for Social Responsibility in Pennsylvania, a public health, non-profit organization that promotes social responsibility by protecting health, the environment, and communities through education, training, direct service, and advocacy.

An elected fellow of the College of Physicians of Philadelphia, Dr. Tsou served as the chair of the organization's Section on Public Health from 1994-1999. He has served on the boards of several Philadelphia based foundations including the Edna Kynett and the Green Tree Community Health Foundations. He has also served as a former board member of the Pennsylvania Public Health Association and a member of the American College of Physicians and Philadelphia County Medical Society.

An alumnus of the University of Pennsylvania, Dr. Tsou received a Bachelor of Arts in Chemistry and a Doctor of Medicine in 1974 and 1978, respectively, followed by a residency in internal medicine at Presbyterian-University of Pennsylvania Medical Center in Philadelphia between 1978 and 1981. He later acquired a Master of Public Health at Johns Hopkins University in 1988 and an honorary Doctor of Medical Sciences at Drexel University in 2001. Dr. Tsou is board certified by the American Board of Internal Medicine.

Named Practitioner of the Year by the Philadelphia County Medical Society in 2001, Dr. Tsou was the recipient of a Leadership Award that same year by the Delaware Valley Healthcare Council. He was also awarded the John C. Hume Award by the Johns Hopkins Bloomberg School of Public Health in 1988. A celebrated Marquis listee, Dr. Tsou has been featured in Who's Who in America, Who's Who in Medicine and Healthcare, Who's Who in Science and Engineering, and Who's Who in the World.
