Now retired from a tenured position as the chief safety inspector for the Department of Highways and Transportation in Bear, Delaware, Mr. Vattilana has contributed more than 30 successful years to the department. Presently, he has served as a safety consultant for a private engineering company since 1994. He is also the owner of Joe V. Safety, LLC. Bringing with him extensive expertise in the field, he was originally hired by the Department as a heavy equipment mechanic in 1963 and quickly progressed to equipment supervisor and highway safety engineer. During his tenure as the chief safety inspector, Mr. Vattilana earned the respect of the employees.
Utilizing his expertise, Mr. Vattilana has conducted numerous trainings over the years, was a speaker in his field and an instructor for the National Safety Council, a nonprofit organization which promotes health and safety in the U.S. He published several safety manuals as well, including "Pass the Word" in 1987, "Equipment Certification Manual" in 1987 and "Delaware Traffic Control Manual" in 1990. Moreover, Mr. Vattilana has written an article titled 'Do Something: Traffic Controls for Emergency Personnel' in 1999.
Well-known in his community for his leadership and service, Mr. Vattilana spent more than 70 years with the Talleyville Volunteer Fire Company, where he also excelled as a member on the board of directors, as captain of rescue, department chief assistant and chief driver. He has been a volunteer instructor of the Delaware chapter of the American Red Cross in Wilmington since 1956 and served in the U.S. Army after being drafted in 1946 as a sergeant first class in the Fourth Infantry division. Mr. Vattilana studied at Delaware Technical Community College between 1966 and 1970 and again in 1989. He also studied at Pennsylvania State University between 1976 and 1980, during which time he participated in the rotor program, which was offered as part of the Department of Transportation. Mr. Vattilana holds certifications as a field instructor, instructor for radiation control, work zone safety supervisor, director of fleet maintenance and as a Flagger instructor.
Affiliated with several industry-related organizations throughout his career, Mr. Vattilana held the role of the president and executive director of the first state chapter of the American Society of Highway Engineers. He also worked as the president of the New Castle County Volunteer Firefighter's Association, the New Castle Volunteer Fire Chief's Association and the Delaware State Fire Chief's Association and is an honorable life member of the Wilmington Manor Volunteer Fire Company and the Delaware State Fire Police Association. On March 19, 1994, he was named an honorary staff officer of the Delaware State Police. In addition to these august roles, Mr. Vattilana is a life member of the American Legion and the Veterans of Foreign Wars.
In 2018, Mr. Vattilana was featured in the Delaware Fire Service News in the article "Pioneers of the Delaware Fire Service." He was previously featured online in 2002 for his service. Among other recognitions, he received an Outstanding Volunteer of the Year Award from the Delaware Safety Counsel in 1996, a Man of the Year Award from the Society of Highway Engineers in 1994 and a Special Recognition Safety Award from the Federal Highway Administration in 1994. A celebrated Marquis listee, Mr. Vattilana has been featured in the 54th through 59th editions of Who's Who in America, the 23rd through 28th editions of Who's Who in the East and the 18th and 21st editions of Who's Who in the World.
