While serving as an elected official in Oakland, California, Dr. Nolan noticed a considerable number of inequalities and discrepancies affecting children that needed to be addressed. When he mentioned these inequalities, colleagues who had experience as lawyers would attempt to challenge his interpretations, since he was a doctor, not a lawyer. Combining this with his interest in civil rights issues and advocacy, Dr. Nolan obtained a Doctor of Jurisprudence at the University of California Berkeley.

With a plethora of knowledge at his disposal, he serves as an intermittent contributor to the New York Times. Additionally, Dr. Nolan co-edited "Appalachian and Rural Health" with Dr. Jerry Schwartz and co-authored "Up from Hester Street" alongside Janiece S. Nolan.
After serving in World War II, before embarking upon his versatile professional path, Dr. Nolan earned a Bachelor of Arts from New York University's College of Arts and Sciences. He later graduated with a Doctor of Medicine from the Yale School of Medicine in 1953. Subsequently, Dr. Nolan continued his studies with a Master of Public Health at the University of California Berkeley prior to pursuing his Juris Doctor degree there.
An acclaimed professional, Dr. Nolan is medically certified through the American Board of Pediatrics, the American Academy of Pediatrics, as well as in the states of California and New York. Furthermore, he has represented legal cases before the United States District Court of Northern California, the U.S. Court of Appeals for the Ninth Circuit. He is a member of the Bar of the U.S. Court of Military Appeals and the Supreme Court of the United States. Dr. Nolan has also been admitted to practice law by the State Bar of California.
Dr. Nolan retains his professional alignment with a number of organizations in order to remain aware of changes in the legal and medical fields. In addition to maintaining his affiliation with the California and American Medical Associations, he is an active member of the American Academy of Pediatrics, the Alameda Contra Costa Medical Association. Devoted to his community, Dr. Nolan made further contributions to the Board of Education for the city of Oakland, California, the Disabled American Veterans, the National Advisory Council on Health Man-Power Shortage Areas, and the Senior Services Commission for Lafayette, California. He has been recognized as one of the founders of the National Health Service Corps.
In honor of his many accomplishments, Dr. Nolan was presented with the Civil Rights Award from Omega Psi Phi Fraternity in 1962 and a Resolution of Commendation for Civil Rights through the State of California Assembly in 1965. Over the years, the University of California Berkeley also honored him with the American Jurisprudence Prize. In addition, he was awarded the Meritorious Service Medal and the Meritorious Unit Commendation by the U.S. Navy, and Resolutions of Commendation from the West Virginia House of Delegates and the Contra Costa County California
Board of Supervisors. After a distinguished Naval Reserve career of 30 years, he is now a Captain, USN (Ret.). Looking toward the future, Dr. Nolan intends to continue making a difference in the lives of others while experiencing the continued growth and success of his career.
