Realizing his skill for mathematics at a young age, Dr. Baum had decided on a career in applied mathematics by the time he had enrolled in college. After receiving a very low draft number at the height of the Vietnam War, he applied for an Air Force ROTC scholarship and he was provided an ROTC scholarship and a commission to second lieutenant in 1973. Subsequently, Dr. Baum earned a Bachelor of Science in Mathematics from the University of New Hampshire in 1973, and Master of Science in operations research at Case Western Reserve University in 1975.
During his military service, Dr. Baum advanced through the grades to the rank of lieutenant colonel by 1989. He entered active duty in 1975 and received his pilot wings at Reese Air Force Base in Texas in 1976, received his initial B-52 training from the 4017 Combat Crew Training Squadron at Castle Air Force Base from 1976 to 1977, and was a B-52 G aircraft commander in the 69th Bombardment Squadron at Loring Air Force Base from 1977 to 1981. From 1984 to 1987, Dr. Baum flourished as a senior force structure analyst at the United States Air Force Strategic Air Command Headquarters in Omaha.
Moreover, Dr. Baum obtained a Doctor of Philosophy in mechanical engineering at the University of Texas at Austin in 1984. He later graduated with a Master of Arts in national security and strategic studies from the Naval War College in 1988. Dr. Baum additionally pursued a postgraduate education at the National Defense University and the Air University throughout the 1980s and attended the National War College graduating in 1993.
From 1988 to 1991, Dr. Baum worked as a flight commander and a pilot instructor for the 596 Bombardment Squadron at Barksdale Air Force Base. He later accepted the posts of the chief of the aeronautical division of Air Force Studies in Analysis in 1991, and a deputy chief of the acquisition and technology joint staff from 1993 to 1996. Dr. Baum further applied his wealth of knowledge to the field as a director of the studies analysis agency at Air Mobility Command Headquarters from 1996 to 1998 before retiring from the United States Air Force at the rank of colonel in September 1998.
Dr. Baum found further success with the Sears Holding Corporation as a process analyst from 1999 to 2000 and a process management and improvement team manager from 2000 to 2002. In 2002, he was designated as a senior business analyst for Sears Holding Corporation, where he would remain until 2006. Dr. Baum briefly excelled as a project consultant for Dell from 2006 to 2008, and returned to Sears as a senior statistical analyst from 2008 until his retirement in 2016. Furthermore, he is a certified 6 Sigma Black Belt management consultant, and has contributed white papers to conferences and symposia in numerous fields. Likewise, Dr. Baum was an associate of the Military Operations Research Society and a member of Phi Beta Kappa .He has been a member of the Institute for Operations Research and the Management Sciences (INFORMS) since 1975.
