Ms. Bell believes that quality child care can make a difference in a child's future educational success, and was drawn to the field by a desire to have an impact on children in underserved and inner-city areas. She attended Ohio Wesleyan University, graduating with a Bachelor of Arts in 1956. Ms. Bell likewise completed postgraduate coursework at the Union Theological Seminary between 1956 and 1957.
Ms. Bell has been a pioneer in the development of quality child care and the development of full day child care. She began her career in 1957-59 as a teacher at Central Presbyterian Church in New York City. In Minneapolis in 1964, she helped found a nursery school at an African American church, expanding the school to a day care center in the late 60s. Her belief in the importance of early childhood education, especially for inner city children, led her to participate in the founding of the Greater Minneapolis Day Care Association where she served as the second chairperson. The Greater Minneapolis Day Care was one of the first resource and referral agencies in the country. She joined the staff in 1973 and worked at GMDCA for 25 years. Ms. Bell was president of the Minnesota Education Association in 1991-1992. She also served on the United Way Success Six Partners group from 1987 to 1995, chaired the Minneapolis Early Intervention Committee in 1990 and 1991, and was vice chair of the United Way Children and Youth Vision Council in 1995. She is the author of multiple books including "How to Start a Child Care Center," published in 1977, with a revised edition in 1983, "Sick Child Care: A Problem for Working Parents and Employers," released in 1983, and "The Business and Childcare Handbook," published in 1981. Ms. Bell is the recipient of numerous accolades for her work in the field of childcare, including a Resolution of Commendation from the Hennepin County Board for her leadership in childcare infrastructure, a 1995 Lifetime Achievement Award from the City of Minneapolis, and a Ruth Hathaway Jewson Award for outstanding service to families from the Minnesota Council on Family Relations.
