Her long and distinguished career included several noteworthy roles, including as a member of the board of governors of the U.S. Court of Appeals for the Federal Circuit between 1984 and 1993, and a partner at Swift and Swift, PC between 1977 and 1979. Ms. Swift likewise held various roles for the Equal Employment Opportunity Commission, such as the Assistant General Counsel for Litigation, Chief of the decisions division and Special Assistant to the Vice Chairman from 1965 until 1976.
Providing her expertise to a host of organizations, Ms. Swift began in 1970 as a U.S. delegate for the U.N. Commission on the Status of Women in Geneva, Switzerland. She later served as an instructor at the U.S. Office of Personnel Management in Passau, Germany, and the Aspen Institute in Aspen, Colorado, and distinguished herself as a guest lecturer at the Massachusetts Institute of Technology, the University of Pennsylvania and Drake University in the U.S. Furthermore, Additionally, Ms. Swift was a contractor for the World Intellectual Property Organization in Geneva and an attorney to the director for the Corporation for Public Broadcasting and Legislative Attorney to the Older Women's League.
Ms. Swift is noted as one of the founders of the U.S. Merit Systems Protection Board and served as the General Counsel's Executive Director. Established in 1979, the board is an independent quasi-judicial agency that was founded to protect federal merit systems against partisan, political and other prohibited personnel practices and to ensure adequate protection for federal employees against abuses by agency management. The Board is celebrating 40 years of service this year.
Through her community contributions, Ms. Swift has gained recognition for her services on the President Barack Obama election campaign, as the president of the board of the Santa Fe Desert Chorale, as a board member of the Santa Fe American Civil Liberties Union and as a contributor to the Clinton Transition, Carter Transition and Johnson Inaugural Staff, among other roles. She is currently serving as a board member of the Santa Fe Interfaith Community Shelter since 2017. Also known as Pete's Place, Interfaith Community Shelter offers hope and shelter for the local homeless or vulnerable as they seek to overcome adversity.
Ms. Swift received a Doctor of Jurisprudence at Saint Mary's University in San Antonio in 1963. She formerly studied at Southern Methodist University in Dallas and the University of California Los Angeles. She has been admitted to practice by the Texas and D.C. Bar Associations, the U.S. Court of Appeals for the Federal Circuit, the U.S. Court of Appeals for the D.C., Fifth, 10th and 11th Circuits, the U.S. District Court for the District of Columbia, and the Supreme Court of the United States.
