Dr. Osaki is a former associate director and consultant of the RAND Corporation, a nonprofit global policy think tank in Santa Monica, the organization was established in 1948 by Douglas Aircraft Company to provide research and analysis to the U.S. Armed Forces.

Among his civic duties, Dr. Osaki remains active with various domestic violence and battered women's shelters and animal rescue organizations. He recently serving as the development director for the Support Network for Battered Women between 2007 and 2009. He was also aligned with the Coro Foundation in San Francisco, the Second Harvest Food Bank in San Jose, and the Toigo Foundation in Sacramento. Additionally, Dr. Osaki was active on the boards for Always Be Listening War/Armed Conflict Child Refugee Global Initiative and RAND Corporation. Dr. Osaki graduated with a Bachelor of Art in English and comparative literature from the University of California at Berkeley in 1974, followed by a Doctor of Philosophy in international relations and affairs at Georgetown University in 1984. He holds a private pilot's license and is a life member of the Association of Former Intelligence Officers.
Dr. Osaki has been recognized for his years of achievement with a RAND Alumni Association Award. For his poetry, he received awards from the Academy of American Poets, the University of California at Berkeley, the San Francisco Arts Commission, the Seattle Arts Council and the National Endowment for the Arts, several Bumbershoot Awards for poetry and short fiction, a Dorothy Rosenberg Prize in Lyric Poetry, and, among other literary and poetry awards, a the Eisner Prize in Poetry.
