He holds graduate degrees from Yale University, Andover Newton Theological School, and the Hartford Seminary. Raised in West Virginia, Dr. Duffey was the first member of his family to complete postgraduate study, and felt that it was his duty as the eldest child to continue his education to the fullest possible extent.
From 1960 until 1963, Dr. Duffey began his career as an assistant professor at Hartford Seminary, and an associate professor and the director of the Center for Urban Studies from 1965 to 1970. He was named as a fellow of the John F. Kennedy School of Government at Harvard University in 1971, and excelled as an adjunct professor at the Calhoun College at Yale University between 1971 and 1974. Dr. Duffey found success as an executive officer of the American Association of University Professors from 1974 to 1977, when he was named as the U.S. Department of State Assistant Secretary for Educational and Cultural Affairs.
Dr. Duffey was active as the chair of the National Endowment for the Humanities between 1978 and 1981. From 1990 until 1991, he continued his career as the president of the University of Massachusetts, where he remains a chancellor. He was appointed as the president of American University from 1991 to 1993 and as the director of the U.S. Information Agency from 1993 to 1998. Dr. Duffey was a member of the United States delegation to the 20th and 21st United Nations Educational Scientific, and Cultural Organization General Conferences and has been named a Commander of the Order of the Crown of Belgium.
