Ray A. Lindsay is a retired colonel of the U.S. Air Force, having dedicated nearly 27 years of his career to active military service. Beginning his tenure with the Air Force in 1987, he rose through the ranks from second lieutenant to colonel while serving as a logistics and product support professional with the U.S. Department of Defense from 1988 to 2015. In the service of his country, Mr. Lindsay was blessed with the opportunity to command the Air Force's second-largest component maintenance squadron and was stationed at Air Force bases around the world, including in the U.S., the United Kingdom, Iceland, Japan, South Korea and Germany. Following his military career, he served as an executive for Pratt & Whitney from 2016 to 2019.
From 2005 to 2006, Mr. Lindsay thrived as the Executive to the Vice Commander, a three-star general officer, for which he was the principal advisor on all operations pertaining to the implementation of Air Force Materiel Command policy. As the Deputy Director of Sustainment and Logistics in the F-22 Program Office from 2006 to 2008, he managed a team of almost 2,000 government employees and contractors to successfully execute all facets of the Air Force's $70 billion F-22 fighter acquisition program. Under Mr. Lindsay's leadership, the team significantly improved aircraft systems for the F-22's initial deployment to Red Flag North in Alaska and posted a 97% in mission effectiveness for the F-22's Northern Edge deployment.
Having now attained the rank of colonel in the Air Force, Mr. Lindsay transitioned to the post of a Senior Advisor to the Assistant Minister of Defense of Afghanistan for Acquisitions Technology and Logistics from 2009 to 2010. Actively engaged with NATO at critical leadership forums and conferences on behalf of the Afghan Ministry of Defense and additional staff during this time, he was also instrumental in writing and establishing policies and decrees for the Afghan National Army, for which he garnered high praise from his superiors as "the best logistics advisor ever." Following these accomplishments, Mr. Lindsay served as the Commander of the 591st Supply Chain Management Group from 2010 to 2012 and of the 8th Maintenance Group from 2012 to 2013.
Moreover, Mr. Lindsay operated as the first-ever Director of Logistics for the Air Force Life Cycle Management Center from 2013 to 2015. He supervised a largely civilian workforce in five geographically distinct locations while providing exceptional policy, guidance, tools and support for the Air Force's Program Executive Officers and their logistics teams. From 2016 until his retirement in 2019, Mr. Lindsay provided his wealth of knowledge in logistics and sustainment as an executive for Pratt & Whitney, a subsidiary of United Technologies Corporation, having excelled as the Senior Director of F135 Sustainment until March of 2018, at which point he accepted another executive leadership positon as the Senior Director of Military Engines International Operations.
Earning both academic and national ROTC scholarships that covered the entirety of his college tuition, Mr. Lindsay pursued an education at Angelo State University, where he graduated with a Bachelor of Science in Mathematics in 1987. He continued his academic efforts throughout his military career and notably earned multiple Master of Science degrees, including in Educational Leadership from Troy University in 1994, in Military Operational Arts from the Air University Air Command and Staff College in 2002, and in Strategic Studies from the AU Air War College in 2009. Furthermore, Mr. Lindsay obtained certifications through the Acquisition Professional Development Program as a Level 3 acquisitions professional in Life Cycle Logistics and a Level 1 acquisitions professional in Program Management, as well as certification as a Lean Six Sigma Green Belt.
In light of his remarkable undertakings, Mr. Lindsay has accrued numerous accolades throughout his impressive career. Recognized as a Distinguished Graduate of the Air Force ROTC, he was presented with the Air Force Materiel Command General Thomas P. Gerrity Logistics Award and the U.S. Air Forces in Europe Lieutenant General Leo Marquez Outstanding Aircraft Maintenance Professional Award. Honored with the Meritorious Service Medal on five occasions, he additionally received the Legion of Merit three times and is a two-time recipient of both the Air Force Commendation Medal and the Air Force Achievement Medal. A testament to his leadership and heroism while serving in Afghanistan. Mr. Lindsay was awarded the Bronze Star Medal.
