Ms. Perraud has served as a founding member of the US Women's Caucus at the United Nations since 2018. Comprised of US non-governmental organizations (NGOs), it seeks to promote the UN Women's Agenda, including the Convention on the Elimination of all Forms of Discrimination Against Women (CEDAW) and the Beijing Platform of Action. She has served as an official NGO representative for the Federation of American Women's Clubs Overseas, Inc. (FAWCO) since 1998, attending regular meetings at the UN headquarters in New York and Geneva on matters related the Committee on the Status of Women (CSW), the Human Rights Commission and the Committee on the Family. Additionally, Ms. Perraud served as the UN NGO Director for FAWCO between 2008 and 2014.
Among her other noteworthy roles, Ms. Perraud is a certified human resources professional with expertise in international compensation and benefits in both the profit and non-profit sectors. She was the President of Global Transitions in New York from 1997 to 2005 where she was a cross cultural trainer working with Fortune 500 executives and their families to prepare them for relocation abroad. While in Paris from 1992 to 1993 she was the Executive Director of WICE, a continuing education organization for the English-speaking population of Paris. From 1983-1985 she served as personnel consultant to the American Battle Monuments Commission, part of the American Embassy of Paris. Working since 1972, she was originally employed by the Minneapolis Housing and Redevelopment Authority as Director of Personnel. She has also taught business and management courses at numerous institutions abroad.
Ms. Perraud has worked to improve the lives of relocated families abroad. She co-founded FOCUS information Services in London in 1982 and later co-founded and organized the first Women on the Move conference (1990) in Paris and Money Matters for Women (2005) conference in Paris. A dedicated community activist, Ms. Perraud has served a chair for advocacy for the Zonta Club of Houston since 2017. Earlier in her career, she distinguished herself as a young alumni trustee at her alma mater, Connecticut College in New London between 1970 and 1972.
She graduated from Connecticut College with a Bachelor of Arts degree in government with a minor in Mandarin Chinese in 1970. Selected as a recipient of a Coro Foundation Fellowship in Public Affairs, she earned a Master of Arts in Urban Studies in 1972 at Occidental College in Los Angeles as well as a Masters of Arts in Industrial Relations from the Carlson Graduate School of Business at the University of Minnesota in 1977.
Ms. Perraud is a certified senior professional in human resources (SPHR) and has earned other certifications including certified compensation professional (CCP), certified benefits professional (CBP), certified relocation professional (CRP), global remuneration professional (GRP) as well as a global professional in human resources (GPHR).
Aligned with several professional organizations, Ms. Perraud remains an active member of the Association of American Residents Overseas (AARO), the Association of American Women in Europe (AAWE), the UN Association and the World Affairs Council of Houston. In 2019, she received a Women of Excellence Award from the Federation of Houston Professional Women. She was previously honored with the Circle of Honor Award from FAWCO in 2012. A celebrated Marquis Listee, Ms. Perraud has been cited in over 25 editions of Who's Who in America, Who's Who of American Women and Who's Who in the World.
