Mr. Flower is renowned as an attorney with more than 63 years of experience in eminent domain and real property law to his credit. Upon graduation from public school #1 Queens, he was admitted to New York City's prestigious special school for advanced students, Stuyvesant High School. He obtained a Bachelor of Social Science degree from City College of New York (Cum Laude with admission to Phi Beta Kappa) before graduating with a Master of Arts from Columbia University. Mr. Flower subsequently earned a Doctor of Jurisprudence at Brooklyn Law School and was admitted to practice in the New York State Courts in 1956. He has also been admitted to practice in various Federal Courts as well as the United States Supreme Court and he most frequently appears before the New York State Court of Claims as well as the various New York Appellate Courts.
Mr. Flower began his career as a substitute teacher of history for the New York City Public Schools and as a sales professional before attending law school and, thereafter, flourishing as an attorney at the New York firm of Wagner, Quillinan, Tenant & Wagner before establishing his own practice in Suffolk County. In addition to his primary specialty of eminent domain, Mr. Flower has established himself as an expert in commercial transactions and related litigations, municipal law and tax certiorari. His and his late wife's hobby as collectors of fine arts and antiques also resulted in his engagement in a number of art related litigations and he has also maintained a number of class actions.
Mr. Flower has held an AV rating from Martindale Hubbell for more than 50 years. He was additionally active at various times as Chairman of the Suffolk County Bar Association committees on real property, environmental law and condemnation and tax certiorari. The last mentioned, recently honored him with an award that recognized him as "An exceptional attorney and mentor who set the standard of excellence in our practice". He has also served as Deputy Suffolk County Attorney in charge of condemnation and acquired properties on behalf of the County for a number of well known roads in that County. His activity in community service included a stint as a member of the West Islip School Board.
Living by the philosophy of always "being prepared" (Mr. Flower was a boy scout who obtained the rank of Eagle Scout) and attributes his professional success to determination, preparedness, creative thinking on unusual questions of law and the willingness to support that thinking on trial and before Appellate Court, as well as his father's early support for his legal education.
Mr. Flower and his late wife, Marilyn, (nee Tonkelowitz), have two children, six grandchildren and, at present count, eight great-grandchildren.
