A celebrated educator of 40 years, Dr. Boger was initially acquired by the Naval Postgraduate School in 1979 as an assistant professor of economics, and now serves as a professor of information sciences. He is also currently the chairman of the information sciences department in the graduate school of operational and information sciences at the Naval Postgraduate School as well as Acting Dean of the NPS Graduate School of Operational and Information Sciences while a search for the Provost occurs. During his tenure, he held several roles, including as the chairman of the computer science department, the information warfare academic group, the command and control academic group and the information systems academic group. Additionally, Dr. Boger found success as an executive director for the National Security Institute at the Naval Postgraduate School from 2008 to 2012.
As a sought-after professional in his field, Dr. Boger has worked as a consultant on economics and statistical legal matters since 1977. He formerly served on the board of directors for Evan-Moor Corporation as well, an educational publishing company that provides educators with practical, creative and engaging materials for grades pre-kindergarten through grade eight to support and enrich the core curriculum. Likewise, Dr. Boger served on the board from 1990 to 1995.
Obtaining a Bachelor of Science in management science at the University of Rochester in 1968, Dr. Boger shortly thereafter acquired a Master of Science in management science at the Naval Postgraduate School in Monterey in 1969. He also earned a Master of Arts in statistics and a Doctor of Philosophy in economics from the University of California Berkeley in 1977 and 1979, respectively, where he was notably a Flood fellow in the department of economics between 1975 and 1976 and a research assistant from 1976 until 1979. Between 1976 and 1979, Dr. Boger secured a dissertation research grant from the Alfred P. Sloan Foundation. Dr. Boger also served seven years in the U.S. Navy from 1968 to 1975, and is a certified professional estimator and cost analyst.
Dr. Boger is a member and former secretary-treasurer of the military applications society of the Institute for Operations Research and Management Science. He is also a member of the Institute of Electrical and Electronics Engineers, the American Statistical Association, the American Economic Association and the American Institute of Aeronautics and Astronautics. A talented writer, Dr. Boger has contributed numerous articles to scholarly journals in his areas of expertise. He served as the associate editor for Logistics and Transportation Review, was a member of the editorial review board for the Journal of Transportation Research Forum and was an associate editor for the Journal of Cost Analysis.
