Celebrating nearly 40 years of expertise in the legal field, Mr. Stem is currently a shareholder at Modrall Sperling in Albuquerque, where he provides his wealth of knowledge and counsel in the areas of natural resources, federal Indian, energy and environmental law. A former president of the aforementioned law firm, with which he has been aligned since 1982, he has supported clients ranging from companies to individuals conducting business with Native American tribes and public land management agencies, such as the Bureau of Land Management within the U.S. Department of the Interior and the New Mexico State Land Office. Experienced in matters pertaining to transactions, disputes and consultations with Native American tribes and groups, Mr. Stem is also well versed in federal lands leasing, development and related permitting, as well as environmental compliance efforts under the National Environmental Policy Act, Section 106 of the National Historic Preservation Act, the Endangered Species Act and other related federal statutes.
Active in his community, Mr. Stern has been actively involved with the Albuquerque Community Foundation as a trustee since 2013 and as Chair in 2019. He currently serves as a Director and Board Chair of the New Mexico Land Conservancy, whose mission is to preserve New Mexico's land heritage by helping people conserve - through conservation easements - the place they love. Furthermore, he contributed to Albuquerque Academy, an independent day school, as a trustee for more than a decade and as the Chair from 2009 to 2014. He was a trustee of A Child's Garden, an early childhood school system in Albuquerque, from 1991 to 1993. In addition, Walter formerly held the positions of as President and a trustee for the Rocky Mountain Mineral Law Foundation, a non-profit continuing education provider for professionals working in the areas of natural resources and environmental law.
A graduate of the University of California at Berkeley, Mr. Stern obtained a Bachelor of Science in forestry, with honors, in 1978. He subsequently matriculated at Boston College, where he completed a Doctor of Jurisprudence, cum laude, in 1982. Following these accomplishments, he has been admitted to practice law by the State Bar of New Mexico, the U.S. District Court for the Districts of New Mexico and Colorado, the U.S. Court of Appeals for the 10th Circuit, the U.S. Court of Federal Claims, and the Supreme Court of the United States.
In addition to his primary vocation, Mr. Stem maintains his involvement with various organizations in relation to his discipline. A member of the American Bar Association's section of environment, energy and resources, he is also a member and former chairman of the State Bar of New Mexico's Natural Resources, Energy and Environmental Law Section. Likewise, Mr. Stern remains affiliated with the Society of Xi Sigma Pi, a forestry honor society.
