Mr. Carter is an attorney, senior manager and business development expert with more than 45 years of excellence in his field. He initially pursued his education at Stanford University, graduating Phi Beta Kappa with a Bachelor of Arts in 1968. He subsequently earned a Juris Doctor degree from Harvard law School in 1971. Following graduation, he became a law clerk to the U.S. Ninth Circuit Court of Appeals. He is a member of the bar at the U.S. Supreme Court, the U.S. Court of Claims, the U.S. Tax Court and the United States District Court of Oregon, as well as the California Bar Association and the International Bar Association.
In San Francisco, Mr. Carter joined the law firm of Thelen, Marrin, Johnson & Bridges, a firm specializing in international business and major engineering and construction clients-and became a partner in the firm. In 1982, he joined a client of the firm, Bechtel Group, Inc., and became General Counsel, Executive Vice President and Director. Later, he moved to the business side and managed infrastructure projects around the world, including the largest oil refinery in India and the Channel Tunnel. He also led the company into numerous major international infrastructure privatization ventures, including the Channel Tunnel Rail link in the U.K. and power, water, airport and internet joint venture companies around the world. Retiring from Bechtel in 2002, he then focused on a public-private consulting practice. In 2005, he became the first non-family Chief Executive Officer of Schnitzer Steel Industries, Inc. Since 2008, Mr. Carter has served as Chairman of Schnitzer Steel, a leader in the recycled metals industry and steel production.
In addition to his endeavors in the engineering, construction and metals industries, Mr. Carter serves on the Board of Directors of Northwest Natural Gas Company, FUR Systems, Inc. and previously served on the Jeld-Wen Holdings, Inc. board and chaired Kuni Automotive. He was also on the board of the Oregon chapter of the Nature Conservancy, chaired the Oregon Business Plan, and remains on the executive committee of the Oregon Business Council. Several legal texts he edited are indexed by the Library of Congress.
