Dr. Bragdon is a celebrated educator, researcher and consultant of more than four decades who has focused his efforts in several areas including urban and regional planning, sustainability, transportation, economic development, homeland security-resilience, cybersecurity and simulation. Before becoming a professor emeritus at the Florida Institute of Technology in 2013, he notably served at FIT as a distinguished research professor, dean, and vice president. He also held academic appointments at other institutions throughout his career. Dr. Bragdon was a distinguished professor at Florida Atlantic University as well as Executive Director of the Center for Intermodal Transportation Safety and Security, a group composed of all 16 Florida Public Universities. It was the first Center of its kind in the world; approved by Congress, signed into law by President Bush and awarded $10,000,000. Dr. Bragdon was dean of the only school of aviation and transportation and vice president and director of the National Aviation and Transportation Center at Dowling College, Long Island, NY. For 21 years he held multiple faculty appointments and administrative positions at Georgia Institute of Technology, including Professor, Associate Dean and Vice President for Extended Studies. While at Georgia Tech he was also special assistant to the office of the president and served on the 1996 Summer Olympic Committee, developing for the FAA the transportation vertical flight plan linking all 24 Olympic venues together, as well as planning a vertiport for the Olympics in Atlanta. For Senator John Lewis, Dr. Bragdon prepared a support document to assist the Senator in requesting and receiving Congressional approval for funding the Atlanta Olympics. At Emory University he served as a Visiting Clinical Professor, teaching graduate level courses in the College of Medicine and Rollins School of Public Health, for 13 years.
In 2000, Dr. Bragdon founded the nonprofit organization Global Center for Preparedness and Resilience, a resilient based think tank, for which he serves as president. Currently, he is developing control strategies to mitigate drone technology as an aerial threat to both military and civilian infrastructure, and related cybersecurity initiatives applicable to the built environment.
Due to his multi-disciplinary background, he is establishing a Long Term Resilient Transportation and Logistics Plan for Mitigating COVID-19. Dr. Bragdon is also creating a resilient certification process, which is based on integrating four elements: safety; security; sustainability; and health; assuring that a resilient global biosphere is permanently established. An expert witness on environmental health, urban planning, transportation, zoning, land use, building codes and environmental impact issues at the local, state, federal and Supreme Court level, Professor Bragdon was appointed by the Georgia Supreme Court and the State Bar of Georgia to legally serve in conflict-resolution arbitration matters, which he practices in states coast to coast. Additionally, he has provided his expertise as an advisor and consultant for two U.S. presidents, three governors and 150 mayors, as well as 75 of the Fortune 500 Corporations. His mentor, former Atlanta Mayor and UN Ambassador Andrew Young, retained Dr. Bragdon as environmental advisor for 13 years, and stated, "I have enjoyed my association with Cliff Bragdon, because he has not been afraid to dream about impossible things and then work to make them come true." He has been an advisor to United Nations, North Atlantic Treaty Organization, European Union, Pan American Health Organization, U.S. Department of Defense, seven other federal agencies and three Olympic committees. Among other professional roles, Dr. Bragdon excelled privately as the president of C. R. Bragdon and Associates, chaired the Education Advisory Board of the University Transportation Research Center, and was Executive Director of both the University Consortium for Intermodal Transportation and Association for Media-Based Continuing Engineering Education (AMCEE). He also served as a Distinguished Member of the Harvard University Lincoln Institute of Land Policy (only 5 were selected) over six years, and as a graduating senior from Westminster College received the Harvard University Honors in Sociology Award.
A seasoned scientist, Dr. Bragdon was the principal investigator (PI) on over $60 million of funded research and holds two patents. One of his favorite areas of research included studying noise and air pollution. His doctoral dissertation at the University of Pennsylvania was titled "Noise Pollution: The Unquiet Crisis" and was subsequently published as a text book. Dr. Ted Schultz, an internationally recognized acoustician/architect, consultant to the Sydney Opera House and Bragdon's mentor remarked, "Dr. Bragdon's book is the first and most important for city planners and architects practicing noise abatement in the world." Over his career Professor Bragdon has presented approximately 175 invited lectures worldwide and has received international media coverage including his 3-D real time forensic analysis of the 9/11 Twin Towers at the World Trade Center on behalf of the U.S. Congress, U. S. Department of Transportation, and NYC Office of the Mayor. Prior to his 9/11 simulation work he met with Mayor Giuliani and all his Commissioners to showcase how he could perform a real time spatial master plan for NYC incorporating aerial, surface and subsurface attributes as a model for the United States. It was favorably received, however 9/11 occurred shortly thereafter.
Dr. Bragdon invented and received a U. S. patent for his Intermodal Transportation Simulation System (ITSS). It was ranked as the ninth most important new invention for the next 100 years in a survey conducted by Newsday. A full scale ITSS was funded by Congress and built at the National Aviation and Transportation Center. This unique 4-dimensional real-time simulation system for the first time linked all transportation sectors (i.e., airports, maritime, vehicles and rail-maglev) together using computer based visualization, sound and aroma for investigation purposes (e.g. 9/11, aircraft accidents: John F. Kennedy Jr., SST accident at John F. Kennedy Airport, Egypt and Swiss crashes etc.) and for urban transportation planning purposes. Governors Jeb Bush (FL), and George Pataki (NY) rode in Dr. Bragdon's real-time rail magnetic levitation simulator at speeds up to 300 miles per hour demonstrating its potential performance capabilities. Although they were impressed both governors believed road based transportation was preferred. Today both China and Japan have constructed high speed maglev systems. Even though invented in the U.S. by Dr. Danby and Dr. Powell (who Dr. Bragdon worked with for 12 years) none are operational in this country.
Widely published, Dr. Bragdon has authored or written chapters for 12 books and written over 100 articles. His latest book, "Transportation Security," is the primary reference on the subject, and has been adopted by over 100 universities. The U. S. Department of Homeland Security (DHS, TSA) uses it for certification purposes, through the network of authorized Homeland Security training centers. Dr. Bragdon was previously contributing editor for "Sound and Vibration" 1973-2000, and a columnist for "Airport Press" beginning in 1994.
Dr. Bragdon served his country as a captain in the U.S. Army between 1969 and 1972, and was responsible for Bio-Acoustics at the Army Environmental Hygiene Agency, under the Army Surgeon General. A most notable international assignment was Dr. Bragdon assisting Secretary of State Henry Kissinger, the Joint Chiefs of Staff and the Army to abate noise emanating from Grafenwoehr, a U. S. Army Base training site in Germany in response to a complaint from the German Ambassador to the United States. This noise issue was successfully controlled. As a Medical Service Officer, he was responsible for responding to all Army related environmental noise issues and implemented the hearing conservation program. He was professionally recognized by the National Academy of Science/National Academy of Engineering and received from the Acoustical Society of America the title of Lifetime Fellow in Environmental Acoustics (their first awarded), and received FAA's Excellence in Education Award.
In 2015, Dr. Bragdon was appointed the transportation sector chief of the InfraGard's Tampa Bay chapter. An FBI-affiliated nonprofit organization, InfraGard's mission is to mitigate criminal and terrorist threats, risks and losses for the purpose of protecting the region's critical infrastructure and the American people. As a community leader, Dr. Bragdon also served as the president of the Henegar Center for the Performing Arts and the Turtle Bay Homeowners Association and was a board member of the Melbourne Chamber Music Society, the American Jazz Pianist Competition and Holy Trinity Episcopal Academy. EPA retained him to present, on Earth Day (now celebrating its 50th Anniversary), annual lectures for many years throughout the United States in government, academic and community settings.
An alumnus of Westminster College, Dr. Bragdon received a Bachelor of Arts in 1962. He was awarded a Master of Science in City Planning with honors at Michigan State University in 1965 and a Doctor of Philosophy in City Planning with honors at the University of Pennsylvania in 1970. Dr. Bragdon later received an honorary degree in 1998 from the International Informatization Academy, affiliated with the UN and based in Moscow.
Aligned with several professional organizations relative to his field, Dr. Bragdon is a former charter board member of the Association of Energy Engineers (AEE) and past president of both Georgia's chapters of the American Planning Association (APA) and the American Industrial Hygiene Association (AIHA). Other memberships include the National Academy of Science-Transportation Research Board (TRB), Acoustical Society of America (ASA), American National Standards Institute, Sigma Xi Lifetime Member of the National Academy for the Advancement of Science, American Institute of Certified Planners (AICP), and the American Society of Civil Engineers (ASCE).
