Dr. McGhan is a professor emeritus of pharmacy and health policy in the department of pharmacy practice and pharmacy administration, as well as a former adjunct professor of pharmaceutical business at University of the Sciences in Philadelphia. Retiring from academia in 2017, during his tenure of more than 30 years he served as the founding director of the graduate program in pharmacy administration, and he advanced programs and research which emphasized health policy and pharmaceutical economics. Dr. McGhan previously held faculty appointments at the University of Arizona as a professor and coordinator in the division of administrative and behavioral sciences, the University of Southern California as the director of evaluation for the innovative program for drug prescribing by pharmacists which is now a growing national reality, and the University of Minnesota, where he was both a graduate fellow and instructor in the college of pharmacy. Since retiring from academia, Dr. McGhan is now president and senior researcher for Health Decision Strategies, LLC., developing international, cost-effectiveness analysis software.

Other distinguished roles to Dr. McGhan's credit include founder and serving as a senior researcher of the Institute for Pharmaceutical Economics in Philadelphia and staff director of the prestigious Academy of Pharmaceutical Sciences in Washington, DC. He was active on the membership committee of the National Coordinator Council for Drug Education, and served as a clinical expert on the steering committee member of the American Pharmaceutical Association's Drug Interactions Program. Moreover, Dr. McGhan provided his expertise as official liaison to the National Academy of Sciences-National Research Council for the Academy of Pharmaceutical Sciences. Before moving to Washington, DC, he was pharmacy director of the multi-disciplinary, multi-state Appalachian Student Health Project.

As the principal investigator on numerous grants and contracts, Dr. McGhan's career research has focused on decision analysis, health outcomes and clinical economics. Recognized as an international expert in those areas, he has served as a speaker and consultant for numerous organizations around the globe. Widely published, Dr. McGhan has authored over 200 articles in various professional journals and has contributed chapters to several books. He was also an editor of Student American Pharmaceutical Association News and the Academy of Pharmaceutical Sciences Reporter and likewise contributed as a co-editor of three editions of the book "Principles of Pharmacoeconomics."

Dr. McGhan acquired a Doctor of Pharmacy degree at the University of California in San Francisco in 1970. Upon acquiring an American Foundation for Pharmaceutical Education fellowship, he completed a Doctor of Philosophy in economics and administration at the University of Minnesota in 1979. Aligned with several other professional organizations, he is a founding trustee and founding president of the International Society of Pharmacoeconomics and Outcomes Research and fellow of the American Foundation for Pharmaceutical Education and the American Association of Pharmaceutical Scientists. Dr. McGhan is a past president and chairman of the economic, social and administrative sciences section of the Academy of Pharmaceutical Research and Sciences, founding president of the International Society for Pharmacoeconomics and Outcomes Research and board member of the American Association of Colleges of Pharmacy where he served in leadership roles in various capacities.

Among his recognitions, Dr. McGhan was a co-recipient of the Lyman Award for outstanding research articles published in the American Journal of Pharmaceutical Education. He also received the Archambault Award from the American Society of Consultant Pharmacists, which is the organization's highest award. A celebrated Marquis listee, Dr. McGhan has been showcased in over 35 editions of Who's Who, including Who's Who in America, Who's Who in Medicine and Healthcare and Who's Who in the World.
