Previously working in municipal law, he contributed for over 20 years as the assistant city attorney for the city of Wichita, and five years as a partner at Davis, Bruce, Davis and Winkler in Wichita after college. He was likewise aligned with the Wichita Federal Credit Union for over 30 years as the director, president, secretary-treasurer, vice president and member of the board of directors. Becoming interested in the legal field while writing for the Wichita Eagle and Beacon, Mr. Winker often covered trials in the district court. After six years with the newspaper, he obtained a bachelor's degree, entered the military, and earned a law degree following his service in Vietnam.
Born and raised in Wichita, Mr. Winkler was a community leader for numerous years, volunteering his time with the local Sedgwick County United Way. As a parent of a son who is profoundly deaf, he was enormously passionate about encouraging the local educational system to provide as many resources to his son and other hard of hearing students as possible. To have his voice heard, Mr. Winkler served as the vice chairman of special education advisory council for the Wichita Public Schools and as a director for the Deaf and Hard of Hearing Counseling Service for many years.
Mr. Winkler attended college locally, acquiring a Bachelor of Arts at Wichita State University in 1967 and a Doctor of Jurisprudence at Washburn University School of Law in Topeka, Kansas, in 1971. He also served in the military and is now a retired colonel of the U.S. Army military intelligence. Aligned with several industry-related organizations to remain aware in his field, Mr. Winkler is a member of the Kansas Bar Association and the Wichita Bar Association.
