Ms. Kiko is renowned as an attorney specializing in labor law. She was nominated by President Trump and confirmed by the Senate in 2017 to serve as Member of the Federal Labor Relations Authority and appointed by the President to serve as its Chairman. She initially pursued an education at North Dakota State University, earning a Bachelor of Science in 1972, and began working as a French teacher at the Souris Valley School District in Wawanesa, Manitoba, Canada. Ms. Kiko's initial interest in a career in labor relations was sparked while briefly serving as a clerk-typist for the United States Department of the Treasury's Office of Personnel in 1973.
From 1973 to 1976, Ms. Kiko further flourished as a labor and employee relations specialist for the United States Customs Service. Subsequently, she was active as a supervisory labor relations specialist for the Federal Labor Relations Authority from 1976 to 1983. Upon realizing that her career in labor would be limited unless she was an attorney, Ms. Kiko returned to law school, obtaining a Doctor of Jurisprudence in 1986 from George Mason University (now Scalia Law School). She served as a law clerk at the Fairfax County Attorney's office from 1985 to 1986 while attending law school.
Admitted to practice law in Washington D.C. and the Commonwealth of Virginia, Ms. Kiko accepted the position of attorney advisor in the civil rights division of the United States Department of Justice in 1986, and served a detail to the post of Special Assistant United States Attorney for the Eastern District of Virginia from 1988 to 1989. She was appointed as the associate counsel to the House Judiciary Subcommittee on Civil and Constitutional Rights through 1989. She later returned to the practice of law in 1996 when she established the Law Offices of Colleen Duffy Kiko, PC, in 1996, with which she would remain until 1999, when she became an associate with the law firm of Ronald M. Cohen & Associates.
Following these posts, Ms. Kiko was appointed by Secretary of Labor Elaine Chao to the United States Employees' Compensation Appeals Board in the Department of Labor from 2002 to 2005. She was nominated by President George W. Bush and confirmed by the Senate to serve as General Counsel of the United States Federal Labor Relations Authority from 2005 to 2008. From 2008 until 2017, Ms. Kiko once again returned to serve as a Judge with the U.S. Department of Labor Employees' Compensation Appeals Board.
