On October 1, 2019, Mr. Chip retired from his partnership at the international law firm of Covington & Burling, where he had practiced in the firm's Washington, DC office for 15 years. His retirement brought to a conclusion four decades of exemplary service and inimitable experience advising multinational enterprises headquartered in the US, Europe, Asia, and Latin America on global tax restructuring, transfer pricing, and cross-border dispute settlement. Mr. Chip was the "go-to" expert on such matters for a number of preeminent global firms in the energy, financial services, and commodity industries. He played an active role in the global tax community, serving as a member of the OECD's Business and Industry Tax Committee and holding leadership positions in the U.S. Council for International Business, the European American Business Council, and the Trans-Atlantic Business Dialogue. Mr. Chip's 15 years with Covington were preceded by tenures as partner or senior counsel at three other eminent law firms (Ivins, Phillips & Barker; Cadwalader, Wickersham & Taft; Sutherland, Asbill & Brennan). Like other leading tax lawyers in his generation, Mr. Chip's career included a detour at a "Big Four" accounting firm (Deloitte & Touche), where he played leadership roles in their transfer pricing and financial services practices.
Throughout his career, Mr. Chip's peer-reviewed writings on taxation policy, immigration policy, and international relations have been published by a number of the nation's most prestigious academic, professional, and political journals, including Tax Management, Tax Notes International, the National Interest, the American Conservative, and First Things. Mr. Chip has been awarded academic degrees by some of the world's most prestigious universities. In 1971 Yale University awarded him a Bachelor of Arts degree in Political Science & Economics (magna cum laude, phi beta kappa), along with the prestigious Mellon Fellowship, which enabled him to study for two years at Clare College, Cambridge University, which in 1973 awarded him a Master of Arts degree in Economics (first class honours). After three years of service in the U.S. Marine Corps, where he attained the rank of Captain, Mr. Chip entered Yale University Law School, where he was an editor of the Law Journal and in 1979 received his Juris Doctor degree.
A recognized member of his local community, Mr. Chip has long provided free legal services to indigent citizen and immigrant clients through the Washington, DC Archdiocesan Legal Network. He has also served as pro bono General Counsel to the National Football League Alumni, the Federation for American Immigration Reform, and the Marine Toys for Tots Foundation. He currently serves on the Marine Toys for Tots board, as well as on the board of the Center for Immigration Studies. In recognition of his decades of service to Marine Toys for Tots, the Commandant of the Marine Corps awarded Mr. Chip a Meritorious Public Service Citation in 2008, and the Secretary of the Navy awarded him a Distinguished Public Service Award in 2018.
