Presently, Mr. Weiner has garnered a laudable reputation as the owner and chief executive officer of PreConstruction Catalysts Inc. since 2006, a company that serves as a facilitator for the managed buying and selling of bank debenture trading. This type of trading effectively seeks to generate profits from buying low and selling high to preestablished exit buyers. Traders cannot, however, use their own money and instead must seek qualified investors for collateral support of the original investment. Mr. Weiner has also, notably, established PCC Funding and PCC Capital Investments LLC as a result of PreConstruction Catalysts Inc.
A published author, Mr. Weiner has contributed several books and industry articles as a result of his accomplishments in project funding. His books, "New Client's Guide to Project Funding Private Placement Programs" and "Is There Money in Your Mouth," have received much acclaim.
Before working in finance, Mr. Weiner affiliated within the field of radio communications for over three decades. After securing a position as a fill-in radio announcer at a local college radio station in Maryland at the age of 15, he became a news anchor, air personality and special programs director at the Alaskan Forces Radio Network in Anchorage while serving in the U.S. Air Force. After finishing his duty in the military, Mr. Weiner secured positions at local radio stations and eventually became a freelance voice actor and producer.
Mr. Weiner's successes over the next few decades included countrywide recognition as a voice actor on behalf of the U.S. government's automated answering systems and for various other government agencies, including the Internal Revenue Service, the U.S. Department of State and the Immigration and Naturalization Service. He also narrated for the First Ladies Drug Abuse Conference at the United Nations in New York City, for Secrets of the Warriors Power on the Discovery Channel and for the George Bush biography. Additionally, and most notably, Mr. Weiner was responsible for creating Telemmercials®, a business-to-business marketing product that plays on-hold over business phone lines, for co-inventing a promotional messaging system for stores, which was later purchased by the eastern division of Safeway, and for creating the Model Home Radio Network for homebuilders, which is played in model homes.
An alumnus of Columbia Pacific University, Mr. Weiner received a Bachelor of Arts in Communication Arts and a Master of Business Administration in marketing in 1982 and 1984, respectively. Shortly thereafter, he completed a Bachelor of Science in marketing, radio, television and film at the University of Maryland in 1985. To support his career in communications, Mr. Weiner was a member and former executive board member and treasurer of the Washington chapter of the International Television Association. He is also a member of Rotary International and was the 2017-2019 president of the Rotary Club of Olney, Maryland.
A dedicated civic advocate, Mr. Weiner's interest and involvement in his community led him to become an active volunteer. As a teenager he participated with a local rescue squad in Montgomery County, Maryland, in later years, he joined the Sandy Spring Volunteer Fire Department in Maryland, where he was an EMS lieutenant and past president of the department, and with whom he remains a life member. Mr. Weiner's many successes have earned him multiple awards and recognitions, including a Best in Large Scale Project Funding, a Global Business Insight Award and a Best Project Funding System Award.
