As long-serving dean of the College of Business Administration (named the Jerry S. Rawls College of Business in 2000) at Texas Tech University and in a number of other capacities, Dr. Stem made significant contributions to the development of the college and university for more than 30 years. After serving as economist for seven years in the Division of International Finance at the Board of Governors of the Federal Reserve System in Washington, DC, he began his inaugural role as an associate professor in the College of Business in 1970. He was promoted to professor of economics and professor of international finance and in 1975 he accepted an appointment as dean of the college. Formerly he had served as chair of the Area of Finance, Administrator of Graduate Programs and Executive Associate Dean. He left the dean's position in 1997 as Dean Emeritus of the college and in 2004 retired from the university as Professor Emeritus of Finance and Economics with 34 years of distinguished service.
Under Dr. Stem's leadership the College of Business advanced significantly on several fronts. In addition to assembling a world-class faculty of outstanding scholars and teachers across the various business disciplines, he developed joint programs with other university colleges to respond to changing societal needs, which dramatically diversified the educational opportunities available at Texas Tech University. He partnered with numerous foreign universities, broadening the international dimension of the college. He initiated the college's first alumni relations programs and fundraising efforts. His scholarly contributions included co-editing the important international finance volume, Eurocurrencies and the International Monetary System, published in 1976 by the American Enterprise Institute. He has appeared on numerous panels and made many presentations in the USA and abroad.
Dr. Stem's career involved positions beyond the academy in government and finance. In 1973-1974 he served as senior economic advisor in the Office of Foreign Direct Investment in the U. S. Department of Commerce in Washington and as a consultant to the U.S. Department of the Treasury. He was an adjunct scholar for nearly 15 years (1974-1988) with the American Enterprise Institute in Washington and also served as a member of the faculty of the Graduate School of Credit and Financial Management in Lake Success, NY during this time.
Recognized for his expertise in higher education for business, Dr Stem was asked to serve an advisory role in numerous universities. He was an active accreditation examiner for the Association for the Advancement of Colleges and Schools of Business (AACSB), the international accrediting body for business schools, and in this capacity-usually as chair of the accreditation team-visited over 35 university campuses across the USA. He served on the Academic Advisory Board for the United Arab Emirates University in AI Ain (1996-2003) and advised university business schools in China, Turkey and France. Between 1998 and 2007 he served on the Board of Visitors of Abilene Christian University in Texas and between 1998 and 2012 was a member of the Council on Podiatric Medical Education (Washington, DC).
Dr. Stem was born January 30, 1935 on the farm of his grandfather, a country dentist, south of Eagleville in Middle Tennessee. The family moved to Nashville after his father's death in 1941 where he completed high school. He received the B.A. degree from Vanderbilt University in 1957, where he was the Nashville Kiwanis Club Scholar, and continued his education as a Fulbright Scholar at the University of Reading in England. He received the PhD degree in 1969 from Harvard University, where he was a Woodrow Wilson Fellow and Harvard Scholar. He was elected to Phi Beta Kappa and Omicron Delta Kappa at Vanderbilt.
He received an ROTC commission at Vanderbilt University and served on active duty with the US Army in 1961-1962, receiving the Army Commendation Medal. He was discharged from the US Army Reserves in 1969 with the rank of captain. He married Linda Marlene Wheeler of Ralls, Texas in December 1963. They have four children: Anna Elizabeth, Susan Kathleen, John Carl and David Leslie. A man of strong Christian faith, Dr. Stem has been a Sunday School teacher all his adult life and has served as an elder in Church of Christ congregations in Lubbock, Texas, and Overland Park, Kansas.
Dr. Stem served as president of the Southwestern Business Administration Association, the Southern Business Administration Association, the Texas Council of Collegiate Education for Business, the Lubbock Economics Council and the Lubbock Club and was elected to numerous honor societies. A celebrated Marquis listee, Dr. Stem has been featured in over 50 editions of Who's Who publications, including Who's Who in America, Who's Who in Finance and Business, and Who's Who in American Education, among others.
