At the start of his career, Mr. Phillion served in the U.S. Army Reserve as a first lieutenant during the late-1980s and early-1990s.
In pursuit of his career in engineering, Mr. Phillion earned a Bachelor of Science in Mechanical Engineering from Michigan Technological University in 1985. Subsequently, he received an engineering diploma from the U.S. Army Corps of Engineers in 1987 and a Master of Science in administration studies from Central Michigan University in 1989. He retains his professional alignment with the American Society of Mechanical Engineers in order to remain aware of changes in the field.
