Frank J. "Sandy" Rief, III is a graduate of Wake Forest University (B.A., 1966 Cum Laude), University of Florida Spessard L. Holland Law Center (J.D., 1969), New York University (LLM, in Taxation, 1971).
Mr. Rief is a member of The Florida Bar (1969) and the District of Columbia Bar (1971). Mr. Rief is a Life Member of the American Law Institute, a Fellow of the American College of Trust and Estate Counsel, a Fellow of the American College of Tax Counsel, a Fellow of the American Bar Foundation and a Director of the Small Business Council of America.
Mr. Rief served a Co-Chair of the ALI-ABA Sophisticated Estate Planning Techniques annual program from 1990 to 2001, Co-Chair of the ALI-ABA Health Care annual program from 1987 to 1992, and as a speaker for the ALI-ABA Planning Techniques for Large Estates annual program and the ALI-ABA Uses of Life Insurance in Estate and Tax Planning. In addition, Mr. Rief has made presentations at over 140 continuing legal education programs in Florida and around the country on various tax, estate/trust, life insurance, annuity and philanthropic planning topics.
Mr. Rief is rated AV Preeminent by the Martindale-Hubble Law Directory, a Super Lawyer from 2007-2014, listed in Best Lawyers in America 2009-2017, received the 2014 Class of 56 Award from the University of South Florida Alumni Association, the 2005 Tampa Bay Business Committee for the Arts Individual Business Volunteer Award and the 2001 Red Cross Legacy Award.
Mr. Rief is currently serving on the Boards the Straz Center Foundation, the Poynter Foundation, the Frank E. Duckwall Foundation, the Henry B. Plant Museum and as a Director of Cafe' con Tampa. He has served as the Chair of the All Children's Hospital Foundation (2002-2004), the Community Foundation of Tampa Bay (2004-2006) and the John and Mable Ringling Museum of Art Foundation (2007-2009).
Mr. Rief has previously served as a Trustee of the Tampa Bay History Center, the University of South Florida Foundation, the David A. Straz, Jr. Performing Arts Center, the Community Foundation of Tampa Bay, All Children's Hospital Foundation, the John and Mable Ringling Museum of Art Foundation, the Tampa Theatre Foundation, the Florida State University Foundation, the Museum of Fine Arts (St. Petersburg, Florida), the Endowment Committee for the Episcopal Diocese of Southwest Florida, the Tampa Museum of Art, the Hermitage Artist Retreat and the Museum of Science and Industry.
Mr. Rief currently serves as General Counsel to the Community Foundation of Tampa Bay and Counsel to the Tampa Bay History Center Foundation.
