Mr. Chapman is an esteemed attorney and former municipal court judge with more than 25 years of excellence in law enforcement and the justice system. In 1993, he graduated from The Citadel, the Military College of South Carolina with a Bachelor of Science in education and social studies, before earning a Georgia state teaching credential and an advanced peace officer certification in 1994. While he decided that he would someday pursue post-baccalaureate education, Mr. Chapman was eager to begin his career, and became a law enforcement and public safety officer for the Fayetteville Police Department in 1995.
After working directly in the community as a law enforcement officer, Mr. Chapman remained within the justice system, but sought the challenge of addressing the law from another angle. He obtained a Doctor of Jurisprudence from the John Marshall Law School in Atlanta in 1999 and departed the Fayetteville Police Department the same year. In 2000, Mr. Chapman became an assistant solicitor in the Henry County Solicitor's Office, practicing for a year before being appointed a judge for the Henry County Magistrate Court from 2003 until 2006.
Mr. Chapman entered private practice in 2001, remaining active as a sole practitioner until 2011, at which point he accepted the position of a litigation partner of Smith, Welch, Webb & White LLC. From 2003 until 2019, he presided as judge over the Riverdale and Jonesboro Municipal Courts, and in 2006, he was selected as an attorney mentor by the Supreme Court of Georgia. Mr. Chapman's service to his community has included providing pro bono legal services to the Veterans Administration Legal Clinic, his membership on the board of directors of the McDonough Arts Council, the Military Order of Foreign Wars, and the Georgia Society of Sons of the American Revolution, and a term as the president of the Georgia Horse Council, among many other responsibilities.
Throughout his career, Mr. Chapman has been consistently recognized for his exceptional work in litigation and interpretation of law. He holds an AV Preeminent rating from Martindale-Hubbell, and has been honored as one of the Top 10% of Lawyers in the USA, a Top 100 Lawyer and among Georgia's 10 Best DUI/DWI Attorneys. As one of Georgia's leading voices in the law, he flourished as the president of the Henry County Bar Association as well as a member of the Georgia Association of Trial Lawyers, the National Association of Criminal Defense Lawyers and the Georgia Association of Criminal Defense Lawyers.
