Pursuing a career that would allow him to promote justice and fairness, Mr. Gay obtained a Bachelor of Arts from Emory University, a Master of Arts in legal and constitutional history from Rice University and a Doctor of Jurisprudence from the University of Houston. After being admitted to practice law by the State Bar of Texas, he began his career as a legal services attorney with the West Texas Legal Services, with which he represented a Mexican-American community in a school desegregation case. Mr. Gay subsequently became the most experienced attorney in Texas in public utility rate matters representing consumers and accepted a role as the assistant attorney general to represent state agencies in the AT&T divestiture case.
Mr. Gay later joined the Texas Office of Public Utility Counsel and eventually advanced as the director of the office. He currently serves as an attorney at Lloyd Gosselink in Austin. He has litigated three nuclear construction impudence cases, several sale, transfer, merger cases and numerous telephone, electronic and gas rate cases. As an accomplished attorney, Mr. Gay has further flourished as general counsel for the three largest coalitions of cities in Texas.
Specializing in energy and public utility law, Mr. Gay has utilized his wealth of expertise to advise cities regarding natural gas and electric utilities, and to assist in arranging contracts for electricity in a deregulated market. For his professional accomplishments, he has been featured in The Best Lawyers in America since 1993, and was repeatedly highlighted as a Texas Super Lawyer by Thomson Reuters. Mr. Gay has also received the Marvin J. Glink Private Practice Local Government Attorney Award from the International Municipal Lawyers Association.
Mr. Gay has attributed his professional success to his determination to make life better for others and to defend vulnerable groups. He currently maintains his professional affiliation with the State Bar of Texas and the Litigation Counsel of America. In the coming years, Mr. Gay hopes to become licensed to practice law in the state of Virginia and perform pro bono work on behalf of low income individuals.
