Drawing upon decades of expertise in governance, public administration and public service, Dr. Kauzya excels as the chief of the public service innovation branch for the United Nations Department of Economic and Social Affairs. In this position, he provides support to various governments regarding public administration systems and institutions to align them with the requirements of the 2030 Agenda for Sustainable Development. With a focus on public service innovation and the development of transformational leadership capacities in the public sector, Dr. Kauzya has also supervised the inter-regional advisers involved in technical and advisory support services, as well as regular budget staff who participate in the implementation of technical cooperation projects.
Before being recruited by the United Nations, Dr. Kauzya gained valuable experience in management and education as the deputy director of the Uganda Management Institute, with which he also served as an assistant lecturer, a lecturer, a consultant and the head of the general management division. He has further flourished as an instructor with Makerere University in Uganda. In a career filled with highlights, he is especially honored for advising on various aspects of governance and government transformation and capacity development in Rwanda, which is now renowned for being one of the most effective governments in Africa.
An expert in his field, Dr. Kauzya initially earned a Bachelor of Arts from Makerere University. He subsequently obtained a diploma from Universite de Grenoble III, a Master of Public Administration from the University of Liverpool, a diploma from the Institut International d'Administration Public de Paris and a Doctor of Philosophy in law from Universite Paris 1 Panthéon-Sorbonne. He is affiliated with numerous governance and public administration-related professional organizations, including the Africa Public Sector Human Resource Managers' Network (APS-HRMnet), the African Association for Public Administration and Management (AAPAM) , the International Committee of Accreditation of Public Administration Education and training (ICAPA), the American Society for Public Administration, the International Institute of Administrative Sciences (IIAS), the International Association of Schools and Institutes of Administration (IASIA) and the Africa Local Governance Academy (ALGA). A champion of those less fortunate, Dr. Kauzya is also active as the founder of Action for Reproductive Health (ARH) a non-profit organization that aims at improving reproductive and maternal health in Uganda by actively involving men in addressing reproductive and maternal health issues.
With a plethora of knowledge at his disposal, Dr. Kauzya has contributed to several publications; the most recent of which include: "COVID-19: Reaffirming State-People Governance Relationships" (UN/DESA May 2020), "The role of Public Service and Public Servants in the COVID-19 Pandemic" (UN/DESA June 2020), "Developing Quality Public Service Leadership Capacities for Rapid Transformation and Sustainable Development in Africa: Challenges Confronting Africa's Public Service Leadership in the 21st Century", (AAPAM, Nairobi, 2017) and "Comparative Perspectives of the Challenges and Prospects of Civil Service Reforms in Kenya, Tanzania and Uganda," to name a few. In recognition of his outstanding accomplishments he received from the International Association of Schools and Institutes of Administration the O.P DWIVEDI AWARD 2014 for Outstanding Contribution to Public Administration and Public Policy in the World.
Within a few years, Dr. Kauzya aims to retire from his role with the United Nations while remaining dedicated to public service as an advisor to governments and public sector institutions.
