With more than 40 years of to his credit, Dr. Moore has excelled as the director of property and asset management for the School Board of Leon County since 2018. Prior to this appointment, he worked for the school board as the director of student transportation from 2007 to 2018. Additionally, Dr. Moore held several positions with the Florida Department of Education, including as the chief of the bureau of general services from 2002 to 2006 and the director of labor relations between 2000 to 2002.
Previously, Dr. Moore served with the Florida Department of Labor as an assistant to the secretary for legislation, director of the division of vocational rehabilitation, chief of the bureau of workers compensation auditing, and senior management analyst II with the office of the director of workers compensation; serving with the Labor Department from 1991 to 2000. He further flourished as a city manager for Gretna, Florida from 1987 to 1991. Dr. Moore began his career as an executive assistant and a deputy staff director for the Office of U.S. Congressman Don Fuqua between 1976 and 1986.
Initially completing the Carnegie Undergraduate Exchange Program at the University of Florida in 1974. Dr. Moore pursued an education at Florida Agricultural and Mechanical University, earning a Bachelor of Science in political science and public administration in 1976. He continued his academic efforts with a Doctor of Jurisprudence degree at John Marshall Law School in 1985. Following these accomplishments, he obtained his certification as a public manager from Florida State University in 2003. Dr. Moore concluded his studies at the Z.E. Brown Bible College and Seminary, graduating with a Master of Theology in 2007 and a Doctor of Theology in 2009.
Beyond his responsibilities within the field. Dr. Moore has participated in numerous endeavors outside of his professional circles. From 1983 to 1985, he contributed to the U.S. Department of Transportation as a paralegal specialist. Formerly associated with the Tallahassee Mayor's Advisory Council, Leon County Sheriff's Office Advisory Council, Tallahassee Branch -NAACP, Tallahassee Urban League, and Toastmasters International obtaining status as a CTM and ATM. Dr. Moore served on the Board of the Directors, and as State Director of the Tallahassee Jaycees. Subsequently, he would serve as a charter member and president of the Reverend C.K. Steele Memorial Jaycees. A member of the Church of God In Christ since 1966, he accepted the call into the ministry in 1998, and would later in 2000 established the Powerhouse Church of God in Christ, serving as the senior pastor, and later as district superintendent and as administrative assistant to the Bishop.
In addition to his primary vocation, Dr. Moore remains affiliated with various organizations pertinent to his areas of expertise. Serving as executive director of the Florida A&M University Athletic Boosters in 1980, as a Boy Scout Master from 1976-2017, a member of the Suwannee River Area Council BOD since 2014, and a Life Member of the National Eagle Scout Association since 2006. As an Honorary Past Imperial Potentate for A.E.A.O.N.M.S., he was also active with the Florida Roster of Arbitrators for Labor Disputes, the New York Academy of Sciences, the Florida Political Science Association, the Florida Agricultural and Mechanical University National Alumni Association and the American Management Association. A 33rd Degree Mason in the Ancient and Accepted Scottish Rite, Dr. Moore is a member of the Knights of Pythias, Alpha Phi Omega, Kappa Alpha Psi, Toastmasters International and Shriners International.
In light of his exceptional undertakings, Dr. Moore has accrued several accolades throughout his impressive career. In 2004 he was elected to the highest position in Prince Hall Masonry in the Jurisdiction of Florida, serving as the 15th Most Worshipful Grand Master (in succession, since 1870), having previously been elected to the subordinates positions of Deputy Grand Master, Senior Grand Warden and Junior Grand Warden. While serving as Grand Master (2004-2009), he was elected into membership of the Knight York Cross of Honor, only one of two sitting Grand Masters to be so honored at the time of his election. Additionally, he was bestowed the honors of Grand High Priest of the General Grand Conference of Holy Royal Arch Masons, USA and Bahamas, and Right Eminent Grand Commander of the Grand Encampment of Knights Templar Masons, USA. In 2019 he was nominated for the prestigious Elder Watson Diggs Award by the Tallahassee Alumni Chapter and the Southern Province of Kappa Alpha Psi Fraternity, Incorporated. Florida A&M University High School presented Dr. Moore with the 2019 Matthew H. Estaras Distinguished Alumni Award; the Leon County Chapter of Florida A&M University National Alumni Association presented him with its 2019 Outstanding Service Award. In 1983, Florida A&M University presented with the Distinguished Service Award and in 1981, the Tallahassee Branch of the National Association for the Advancement of Colored People (NAACP), presented Dr Moore with the Outstanding Community Service Award. A Carnegie Fellow, Dr. Moore was selected for inclusion in the first edition of Who's Who of Emerging leaders in America and multiple editions of Who's Who in the South and Southwest.
