He previously worked throughout California as a health program advisor for the Department of Health Services in Sacramento and a contracts administrator for the Department of Transportation in Stockton. Moreover, LTC Peters held various roles with the Department of Developmental Disabilities and the Department of Social Services in Sacramento, and was a school consultant for Catholic Social Services in Stockton.
A sought-after professional in his field, LTC Peters was a member of the Mental Health Advisory Board in Stockton from 1978 to 1990. He was also a member of the Child Health and Disability Prevention in Stockton between 1979 and 1990 and the National Conference on Social Welfare in San Francisco in 1983. Additionally, LTC Peters was a consultant to the Centers for Disease Control in Atlanta and the Substance Abuse and Mental Health Services Administration in Maryland from 2002 until 2005.
Involved with several community initiatives, LTC Peters was humbled to have volunteered his time with the Gospel Center Rescue Mission. Located in Stockton, the nonprofit organization serves the homeless of San Joaquin County, with eight distinct programs serving over 1,000 men, women and children on a daily basis. LTC Peters is also notably a retired lieutenant colonel in the U.S. Army, having served over 20 years in the military. He has remained in the U.S. Army Reserves since 1980.
LTC Peters has been actively engaged with various professional organizations relative to his field, including as a member and the chairman of a subcommittee of the California Board of Respiratory Care. He is likewise a proud member of the National Association for the Advancement of Colored People (NAACP), a member of the board of directors of the National Association of Black Social Workers and the Organization of Black California Voters and, among other organizations, a member of the Fisk University Alumni Association and the Kansas University Alumni Association. Having studied in college during the civil rights movement, LTC Peters was also a member of the college chapter of the NAACP who marched in the Martin Luther King funeral procession in Atlanta.
A graduate of Fisk University, LTC Peters received a Bachelor of Arts in 1971. He soon after attended the University of Kansas, from which he acquired a Master of Social Work in 1973. He subsequently undertook postgraduate coursework at the University of California Berkeley in 1974 and the University of California Davis in 1979. In 1983, LTC Peters was recognized with a Commendation Award from the California State Senate and the California State Assembly.
