A retired city auditor for the City and County of Honolulu, Mr. Young served in the position for nine years until 2019. His background in government, which spanned over four decades, included serving as a senior performance auditor for the City of Palo Alto, California, regional inspector general for auditing and audit manager for the U.S. Small Business Administration in Los Angeles, and, among other roles, senior auditor for the Office of the Inspector General in the Office of Policy and Program Review in Washington, D.C. Additionally, he was a foreign service specialist for the U.S. Department of State, audit manager for the U.S. Air Force Audit Agency and management analyst for the U.S. General Accounting Office in Denver and Honolulu. Additionally, Mr. Young worked in the academic setting as the director of internal of audit for California State University in Fullerton.
Since retiring from his field, Mr. Young has become an adjunct professor at his alma mater, the University of Hawaii. Teaching students the value of being a governmental employee, he stresses just how much they can positively influence the future of the nation, especially regarding public administration and public policy.
During his career in government, Mr. Young was interviewed by various local newspapers and other media about his work. He, too, has contributed various reports alongside a team of professionals over the years on various projects in which he was involved.
Influential in his community, Mr. Young has played a key role with several local organizations. He has notably been serving on the advisory board of the School of Accountancy at the University of Hawaii since 2018. He has also been active as a representative for the World Affairs Council and Commonwealth Club for the City of Palo Alto since 2001. Some of his former commitments included serving as a City and County of Honolulu representative of the East-West Center, as an executive director of the Asian-American Foundation of Phoenix, and as a U.S. government representative for the Pacific and Asian Affairs Council in Honolulu. Most notably, Mr. Young served his country in the U.S. Force between 1966 and 1972, the Hawaii Air National Guard between 1972 and 1976, and the U.S. Air Force Reserves between 1976 and 1987.
Mr. Young attended the University of Hawaii, where he received a Bachelor of Arts in 1966. He later received a Master of Business Administration at the University of Utah in Salt Lake City in 1975 and a Master of Science at the University of Southern California in Los Angeles in 1983.
Among his professional memberships, Mr. Young has been aligned with the Association of Government Accountants, the Institute of Internal Auditors, the Chinese Chamber of Commerce, the World Affairs Council and the Association of Certified Fraud Examiners.
Mr. Young received multiple Commendation Awards from the U.S. General Accounting Office, the U.S. Air Force Audit Agency, and the U.S. Air Force Accounting and Financial Center during the 1980s. He was also the recipient of the U.S. Naval Audit Service Award in 1992, 1994 and 1995 and eight National Awards for Best Audit from the Association of Local Auditors between 2004 and 2013. Furthermore, Mr. Young was honored with Certificates of Recognition from the Honolulu City Council in 2013, 2016 and 2019 and a Distinguished Local Government Leaders Award from the Association of Government Accountants in 2016.
