Drawing upon more than 30 years of experience and knowledge of the U.S. Army Corps of Engineers Regulatory Program guidelines, regulations, policies and related laws, Mr. Roukey excels as an environmental regulatory specialist with SRK Consulting, which specializes in providing focused advice and solutions to clients in the earth and water resource industries. In his previous position, he managed the processing of thousands of U.S. Army Corps of Engineers permit applications, compliance and enforcement cases, and assists in the preparation of National Environmental Preservation Act-related documents. Between 2009 and 2014, Mr. Roukey gained valuable expertise in the field as a senior regulatory specialist for AECOM, Three Parameters Plus Inc., H&C Inc., RBF Consulting and Huffman & Carpenter.
Mr. Roukey worked for the U.S. Army Corps of Engineers from mid-1974 until late 2009. During this time, he served as a senior regulatory project manager. He also served as a project manager for both the civil works branch of the program and project management division, contributing to various flood control projects, and the EPA grants branch of the construction operations division, specializing in wastewater treatment facilities throughout Nevada. While with the U.S. Army Corps of Engineers, Mr. Roukey honed his skills in the field as a civil engineering technician in the contract administration branch for military projects.
In pursuit of his career, Mr. Roukey earned an Associate of Science in civil engineering technology from the Morrison Institute of Technology in 1971. He subsequently obtained an associate certificate in construction management from UC Davis Extension and an associate certificate in project management from George Washington University. In order to remain aware of changes in the field, Mr. Roukey is affiliated with the National Education Association and the National Institute for Certification in Engineering Technologies.
A devoted community advocate, Mr. Roukey has aided those in need over the years as a commissioner for the Nevada State Conservation Commission, Board Director for the Kiley Ranch Conservancy, the Boy Scouts of America and Director for the Washoe/Storey Conservation District and a Past Exalted Ruler for the Reno Elks Lodge #597. In a career filled with highlights, he is most proud of working on the space shuttle launch complex at Vandenberg U.S. Air Force base and the South Meadows Development project in Reno, Nevada that had a major impact in the wetlands in the area and was taken to the Supreme Court for final resolution. Looking toward the future, Mr. Roukey aims to continue parlaying his expertise to others as a Construction Technology (Building Trades) teacher in the Career and Technical Education Program at Sparks High School.
