Mr. Jones has enjoyed decades of success as an international financial and management consultant. Retiring in 2005 in Annandale, Virginia, he spent the latter portion of his career affiliated with the World Bank and International Monetary Fund, two institutions within the United Nations system, beginning in 1987. Mr. Jones' career with the World Bank, however, dates to 1970, when he was first appointed as a senior financial analyst before moving into the role of a financial advisor in 1980. With his work at the World Bank, the IMF, and Harvard University, as well as an independent consultant, he has visited over fifty countries, world-wide, many of these, several times.
Prior to relocating to the U.S., Mr. Jones, a native of England, spent nearly 10 years in his home country, in various accounting positions with local authorities in: The Isle of Wight, Petworth, Kingswood and Luton between 1955 and 1963. He subsequently served as a financial training officer, as technical assistance, for the government of the U.K. in Entebbe, Uganda, for five years, followed by another two years, in the same capacity, in Blantyre, Malawi. During Mr. Jones' years in Malawi, however, a former Ugandan colleague of his contacted him about financial analyst positions that were available at the World Bank.
A focused and driven leader, Mr. Jones earned the opportunity to serve as a senior associate consultant for International Management Consultant Ltd. in the USA. He also provided expert testimony for the Washington D.C. committee of the U.S. House of Representatives. Mr. Jones has maintained involvement, as a visiting lecturer, in the Graduate School of Design at Harvard University since 1987 and as a research fellow since 1994. Likewise, he has been a visiting lecturer at George Mason University, since 1990.
During the five years that Mr. Jones was working in Uganda, he wrote much of the material for the release of his 900-page book. Published in 1984, "Municipal Accounting for Developing Countries" includes the principles of fund accounting, in which he expounds upon the need for sound accounting systems throughout local governments in developing countries. He also explains the differences between commercial and municipal accounting and more complex concepts, such as the pooling of loans. Following this accomplishment, Mr. Jones has also contributed many articles in various professional journals in his area of expertise. He has, also, written much teaching material, for his university work.
Mr. Jones served his country as a corporal in the Royal Air Force Police, in England, between 1953 and 1955, during which time he earned a Certificate of Merit. Eminently qualified in his field, he has been certified in accounting and financial management, through the Chartered Institute of Public Finance and Accountancy, in London, since 1961. Thus, he is a Chartered Public Finance Accountant. He is, also, a former (now retired) Chartered Certified Accountant of the U.K. Moreover, Mr. Jones was a board director of the International Consortium on Governmental Financial Management. He was a keynote speaker at several of its conferences.
