Having been bestowed with the distinguished title of professor emeritus of government and world affairs in 2008, Dr. Piper previously taught in the department of philosophy at the University of Tampa for over three decades. Recruited in 1976 after teaching at Blackburn College in Illinois for four years, he continually progressed and, by 1983, had become a full professor and later was honored with an endowed chair as Dana Professor. Dr. Piper also had the opportunity to chair the department of history, political science and sociology between 1990 and 1996 and s served as the director of the University Honors Program from 1996 to 2008.
As a commitment to his community, Dr. Piper was active on the Florida Collegiate Honors Council, serving as its President in 1999-2000. He is also a member of the Tampa Bay Committee on Foreign Relations and the Florida Sierra Club. Additionally, as a talented author, Dr. Piper published "Ideologies and Institutions: American Conservative and Liberal Governance Prescriptions Since 1933" in 1997 and "The Major Nation-States in the European Union" in 2005. He also contributed numerous articles to scholarly journals throughout his career.
Dr. Piper studied at Pennsylvania University, where he attained a Bachelor of Arts in 1968. He subsequently enrolled in Cornell University, where he earned a Master of Arts and a Doctor of Philosophy in 1971 and 1972, respectively. Among his professional memberships, Dr. Piper maintained his affiliation with the American Political Science Association, the Southern Political Science Association and the American Association of University Professors. He is also a member of several honor societies, including Phi Beta Kappa and Pi Sigma Alpha.
Recognized in 1974 with an Outstanding Educator Award from Blackburn College, Dr. Piper earned the Louise Loy Hunter Award for excellence in teaching and cumulative contributions from the University Tampa in 1981. He also received a Fulbright-Hays grant in 1988, followed by an Award for Teaching Excellence from the Sears Roebuck Foundation in 1990. Likewise, the J. Richard Piper Award for Outstanding Service was notably named in Dr. Piper's honor by the University of Tampa. For his civic duties, he received the Bob Graham/Lawton Chiles Award as an Outstanding Grass Roots Activist by the Pinellas Democratic Party in 2010.
