A veteran attorney with a proven record of accomplishments on an international scale, Mr. Ssekandi excels as an attorney, judge and, for nearly 20 years, he served as a professor at the prestigious Columbia Law School. As founding member of the International Project Management Associates LLC (IPMA) - a registered limited liability company dedicated to providing individualized legal services, he offers his expertise as an attorney and consultant with various clients. He has conducted quasi-judicial inquiries in major incidents arising from UN peacekeeping operations in Angola, Kosovo, Lebanon and various other missions and provided legal support to governments on legal reforms in Rwanda, East Timor and China, and served as senior legal advisor to International Solar Agency, and the Inter-Parliamentary Union in negotiating a modified cooperation agreement with the United Nations.
Prior to his current work with IPMA, Mr. Ssekandi gained valuable experience in the legal field in varying roles, including as judge for the World Bank Administrative Tribunal, general counsel of the African Development Bank in the Ivory Coast, visiting professor of law at Wayne State University, Deputy Director in the United Nations Office of Legal Affairs and director of the Office of the Special Representative of the UN Secretary General in Liberia. During the 1980s and 90s, in the United Nations Office of Legal Affairs, he provided legal support to the UN Secretariat and other UN offices in international, administrative and commercial law matters. He drafted and negotiated many UN basic cooperation agreements and other institutional arrangements with governments for program delivery, including the establishment of UNOPS, UNAIDS and UN-Women.
During his career, Mr. Ssekandi has represented the United Nations before judicial, arbitral and administrative tribunals, including in Maurizio De Luca v. UN Secretary-General before the U.S Federal Courts and, currently, in Leonard and Carol Eisenberg v. Equatorial Guinea in the U.S. Federal District Court and Court of Appeals for the Second Circuit. Due to his extensive knowledge, he has contributed to a plethora of publications, including "Good Governance: The Way Forward, in The Future of Africa," "Autochthony: The Development of Law in Uganda," "Protection of Fundamental Human Rights in the Uganda Constitution," "Engendered Discontent: The International Criminal Court in Africa" and ''New Horizons in International Law."
Mr. Ssekandi holds a Bachelor of Laws, with Honors, from the University of London and a Master of Laws from Columbia University Law School. Upon graduating, he was admitted to practice law in Uganda and later served as justice of Uganda's Highest Appellate Court. He is member of the Uganda and New York State Bar and the U.S. District Court for the Southern District of New York and the U.S. Court of Appeals for the Second Circuit. He retains his professional alignment with the American Society of International Law, the American Bar Association, International Centre for Settlement of Investment Disputes and the London Court of International Arbitration, to name only a few. In recognition of his professional excellence, he was named in the Who is Who in American Law 1987/1988 and received a Distinguished Alumni Leadership Award from the Black Law Association.
