An expert in public administration and development, Dr. Rahman retired in 1996 after more than 15 years with the United Nations (UN). During his tenure, he served as the deputy director of the public administration branch, a consultant with the public financial and enterprise management branch, and a senior public administration officer of the UN division. Dr. Rahman also held positions with the Canadian International Development Agency as a senior technical advisor and the International Development Research Center (IDRC) in Canada as an Associate Director.
While employed with the IDRC, Dr. Rahman notably coordinated training seminars and participated in multiple consultancy operations across the globe from Malaysia to India, Sweden, and New York City. Additionally, he was instrumental in his home country of Bangladesh with the Academy for Rural Development in Cumilla for nearly a decade. During this time Dr. Rahman was responsible for training governmental officials in the areas of politics, planning and other areas of rural development programs and projects.
Apart from his commitments in the field, Dr. Rahman taught at several institutions, including Dhaka University in Bangladesh as an associate professor in the department of political science, Rhodes College in Tennessee as an assistant professor in the department of international studies, and Baruch College, City University of New York, as an adjunct professor of public administration. He was also a visiting professor of political science at Carlton University in Canada and a guest lecturer at the Harvard Institute of International Development at Harvard University. Dr. Rahman has published several books on development politics and administration, including his 2005 book, titled "Bangladesh in the Mirror: An Outsider's Perspective." He has also authored numerous articles in international scholarly journals.
As a commitment to his country, Dr. Rahman established the Volunteers Association for Bangladesh. A nonprofit organization designed to improve the economic and social well-being of the rural people of Bangladesh, it also provides scholarships, tutoring and teacher training services, and equipment for rural high schools in the poverty-stricken country. Dr. Rahman has been involved in various community organizations in Canada as well, including as a past president of the Bangladesh-Canada Society and as a member of the Deshantari Community Group. Furthermore, he served as the director of the United Way of Westchester-Putnam County and as the director and past president of the Mid-Hudson Lions Club in New York.
Dr. Rahman received a Master of Arts in political science from Dhaka University in 1956. He later completed a diploma in development administration at Michigan State University and a Doctor of Philosophy in political science at Duke University. In addition, Dr. Rahman completed a joint Master of Arts in public administration from Karachi University in Pakistan and the Wharton School of Business and Finance at the University of Pennsylvania.
To support his career, Dr. Rahman has been affiliated with several industry-related organizations, including the Bangladesh Political Science Association, the Bangladesh Development Forum and the East Pakistan Political Science Association. He is also a past president of Rivertown Lions Club. Celebrating his success, Dr. Rahman has received numerous awards from Lions International, the New York State Legislature and the New York City Council and a joint award from the U.S. Agency for International Development and the Ford Foundation. He also received an International Development fellowship from the East-West Center in Hawaii and an Asia Foundation fellowship from the University of Karachi and the University of Pennsylvania.
Dr. Rahman lives with his wife, Saleha Rahman and their eldest daughter in Irvington, New York. Their two other daughters live with their families in Westport, Connecticut and Seattle, Washington.
