The son of proud, hard-working parents, Dr. William N. Jackomis learned at an early age the value of hard work and dedication. Raised in the blue-collar steel town of Gary, Indiana, Dr. Jackomis worked diligently at various odd jobs to assist his family financially and to achieve his goal of achieving a higher education.
While working full time and attending evening classes at a local college, Dr. Jackomis initially enlisted in the Army National Guard. Subsequently, he attended the U.S. Military Academy at West Point and the University of Notre Dame before becoming a military jet pilot in the U.S. Air Force. With those initial credentials and a BS degree in Mechanical Engineering, Dr. Jackomis subsequently earned PhD and MS degrees in Aerospace-Mechanical Engineering, and an MS degree in International Affairs and National Security. He is a graduate of the U.S. National War College and the Armed Forces Staff College, and has completed numerous professional programs such as the Executive Management Program of the American Management Association and the U.S. Counterinsurgency Program.
Dr. Jackomis's experience base has provided him a broad and diversified background in the Aerospace/Defense industry – in the military, government, and in the commercial/industrial sector. As a recognized business leader, he successfully built and led premier high-technology and scientific business operations that were performance-driven and cost-effective, and committed to growth and profitability. His contributions to the Government and the Military are equally impressive – Military Leader, PhD Scientist, Research Laboratory Commander, Underground Nuclear Test Director, U.S. Strategic Arms Negotiator on the SALT II Treaty with the USSR, Jet Fighter Pilot, Helicopter Rescue Pilot, Multi-engine Aircraft Pilot, veteran of the Korean War, and combat veteran in Southeast Asia during the Vietnam War. He was selected to be the Program Director, Lead Engineer, and primary pilot for a highly classified special weapons program of national significance.
As testament to his exemplary dedication, Dr. Jackomis was selected to represent the Department of Defense (DoD) and the Joint Chiefs of Staff (JCS) as a key negotiator and staff expert to conduct face-to-face negotiations with the former Soviet Union (USSR) in Geneva, Switzerland, on the Strategic Arms Limitation Talks (SALT II) and on the Comprehensive Test Ban Treaty (CTBT) relating to the testing of nuclear weapons. Dr. Jackomis was also a select member of the US-USSR Standing Consultative Commission designed to discuss treaty compliance issues and obligations. Dr. Jackomis was also a select member of the U.S. delegation that negotiated the first Five-Year review of the Anti-Ballistic Missile (ABM) Treaty with the USSR. As head of the CTBT organization at the Defense Nuclear Agency (DNA), Dr. Jackomis played a major role in national security policy decisions during National Security Council deliberations.
In addition to his assignments in the Office of Secretary of Defense, Dr. Jackomis was also assigned to the Air Staff at Headquarters Air Force in the Pentagon where he worked for the Deputy Chief of Staff for Aerospace Research, Development, and Acquisition (DCS/RD&A). As the Deputy Assistant for RD&A, Dr. Jackomis headed the Air Force's RDT&E Programming Division, the Aircraft and Missile Procurement Division, and the Congressional Activities Division. In this capacity, he managed the integration of planning, programming and budgeting activities for the nearly $10 Billion RDT&E and Aircraft and Missile procurement programs in support of the President's Budget, the Five-Year Defense Plan, and the Program Objective Memorandum.
Other key responsibilities included positions as Director of the Air Force's Energy Conversion Laboratory, Aerospace Research Laboratories, and as head of the Nuclear Weapons Effects Directorate at the Air Force Weapons Laboratory where he participated in several successful underground nuclear tests.
Dr. Jackomis completed his military career as a permanent Colonel in the U.S. Air Force, and is a military Command Pilot and licensed FAA commercial pilot. His military decorations include the Legion of Merit, Department of Defense Meritorious Service Medal, the Air Force Meritorious Service Award, and the Vietnamese Cross of Gallantry with palm.
In the commercial/industrial sector, Dr. Jackomis's endeavors are marked by his noteworthy success as an executive and operations manager with both Fortune 50 companies as well as specialized, product-oriented manufacturing companies. At the Aerospace Business Group of the General Electric Company, Dr. Jackomis performed current and long-range strategic planning and program direction for the Aerospace Group's four major divisions: Space Satellite Systems, Strategic Missile Systems, Electronic Systems, and Avionics Systems. With Allied Signal Aerospace Company, Dr. Jackomis led Government and Congressional Affairs for the company, and performed planning and programming functions for all U.S. and international Government programs, including many classified programs.
With R&D and high-technology firms such as Williams International, Dr. Jackomis headed their Washington, D.C. Operations and Congressional Affairs Office where he was a major contributor to the development and operational success of the propulsion systems for our nation's conventional and nuclear cruise missile arsenal, including development of the F-107 and subsequent research on the follow-on advanced cruise missile engine. At G&H Technology Inc., as Senior Vice President, General Manager, and Chief Operating Officer, Dr. Jackomis led all aspects of the day-to-day operations of the company and was directly responsible for providing aerospace hardware components and systems for major programs such as the International Space Station, Trident Missile, Atlas Centaur, commercial and military space satellites, space launchers, and other missile programs, as well as aircraft programs such as the F-22 and all variants of the F/A-18. Dr. Jackomis had full responsibility for success of the overall Profit and Loss (P&L) for the corporation.
As a Senior Vice President and executive with Defense Group Inc. (DGI), a high-technology company, Dr. Jackomis focused on full scope management efforts to support active highly classified contracts with the Department of Defense, Department of Homeland Security (DHS), the Domestic Nuclear Detection Office (DNDO), and other Government departments. As a result of his efforts, the company's evolving goals, objectives, and P&L functions were enhanced dramatically.
Dr. Jackomis currently excels as the President and Chief Executive Officer of WJ Consulting, a consulting and technology enterprise founded on the principles of advancing U.S. National Security interests through analyses and assessment of major issues and products. Dr. Jackomis manages all aspects of daily corporate operations, including programming, engineering, business development, marketing and sales, contracts, finance, human resources, and investments. Throughout his tenure, Dr. Jackomis has achieved professional milestones, including the implementation of major international joint agreements to conceptualize, produce, and market several high-technology products in the European and Canadian marketplace.
Dr. Jackomis holds a U.S. patent relating to the charging and discharging system of nuclear fuel particles in small nuclear reactors for use in space satellites and vehicles. He has served as a volunteer docent at the Udvar-Hazy National Air and Space Museum in Virginia for over five years. He is a member of the American Legion, Association of Veterans of Foreign Wars, Air Force Association, and the Military Order of Daedalions, a fraternal order of select military pilots.
