Mr. Butler is an Acquisition and Supply Chain expert with nearly 20 years of proven success in program management and healthcare logistics. He holds a Bachelor of Science in Aeronautical and Industrial Technology from Tennessee State University, and completed a Master of Professional Studies in Project Management at Georgetown University. Mr. Butler's career inspiration was derived from his commission in the United States Air Force, where he was surrounded by examples of effective leadership in an environment that left him with a fundamental drive and motivation to provide the same support to others.
From 2003 until 2007, Mr. Butler was a Medical Systems Acquisition Program Manager for the United States Air Force, and held responsibility for managing the development and implementation of a Congressionally directed engineering effort for the Air Force Special Operation Command. The program focused on key pieces of cutting-edge triage and testing technology, modernization of training and purchasing strategies, and management oversight for personnel directly under the Air Force Surgeon General, while stationed at Brooks Air Force Base in San Antonio, Texas. Mr. Butler entered the private sector in 2007 as a Logistics Operations Supervisor for PetSmart's Atlanta Corporate Distribution Center. He continued to excel, managing a staff of more than 100 employees across shipping, receiving and order fill departments, as well as refining the company's existing strategy for retention and distribution to major accounts.
Mr. Butler began his career with the Department of Veterans Affairs in 2013, and contributed for the next three years as a project manager, working first in the Advanced Medical Systems Project Management Office before transitioning to the Medical Product Data Bank Program Manager. In this capacity, he was responsible for large-scale administration and implementation of purchasing, acquisitions strategies and data management for multimillion-dollar programs across programs and United States largest integrated supply chain. He became an Executive Assistant to the Deputy Chief Logistics Officer of the Department of Veterans Affairs in 2016, advising on policy and cross-branch liaisons during a period of supply chain restructuring, assisting in nearly $200 million in cost savings. upon recognition of his leadership, Mr. Butler was appointed as the Director of the Supply Chain Systems Office, where he served as a portfolio manager for the Department of Veterans' Affairs entire supply chain system, including management of personnel, contracts and performance.
In 2019, Mr. Butler accepted his current role as the Director of Logistics for the Department of Veterans' Affairs Office of Electronic Health Record Modernization, overseeing the system-wide implementation of standardized and modern electronic health records systems for 173 hospitals and more than a thousand clinics. In addition to his work with the Department of Veterans Affairs, Mr. Butler is also an Adjunct Assistant Professor at the University of Southern California, where he teaches at the Bovard College for the Master of Science in Project Management program. This program is designed to emphasize the strategic role that project management plays in the performance of global organizations, providing students with the knowledge and skills needed to be effective leaders. Eminently qualified in his field, Mr. Butler holds numerous professional credentials and continuing education certificates, including a Lean Six Sigma Green Belt, Federal Acquisition and VACO Supervisory Training certificates, and a Contracting Officer's Representative Level II endorsement. He is also a member of the Project Management Institute and the American College of Healthcare Executives.
As a tireless advocate for community development, Mr. Butler volunteers with the Washington DC Metro Area CleanUP program and is the Founder and CEO, the non-profit foundation called, Guiding Youth for Tomorrow (pronounced gift). The GYFT Foundation's Vision is to empower all youth and young adults to have equal access to the knowledge and tools needed to dream big and achieve their goals, while building the foundation for a better world for generations to come. He attributes his career success to the support of his wife, Tiffany D'Mello, and the strong leadership that he experienced during his early career. Looking toward the future, Mr. Butler hopes to work at a hospital level within five years, taking the executive administration skills that he has honed into a local VA branch setting and to continue to help those around him to be successful.
