Dr. Lockhart is a retired teacher, administrator and school counselor celebrating more than 35 years of guiding youth through the transition from public school to college and beyond. His interest in education began in high school after his school principal, who had served as a strong mentor and role model, encouraged him to pursue a doctoral degree. Dr. Lockhart enlisted in the U.S. Army in 1943, and continued to serve while pursuing his education and beginning his career. He earned an honorable discharge in 1966 at the rank of a master sergeant.
In 1949, Dr. Lockhart completed a Bachelor of Science in agricultural education at Tuskegee University, and began teaching at Jefferson County High School in Louisville, Georgia. He attained a Master of Arts in administration and supervision from Atlanta University in 1957 and a postgraduate certificate in guidance and counseling from George Peabody College in 1960. In 1963, Dr. Lockhart left Jefferson County High School to become an educational consultant for the Georgia Department of Education, where he would remain through 1980.
While consulting for the Department of Education, Dr. Lockhart enrolled at Atlanta University, where he received a Doctor of Philosophy in guidance and counseling in 1975. He was named as a trustee of the school during the same year, rising to become the vice president during the 1981 to 1982 academic year. Dr. Lockhart served as the dean of education at Phillips College from 1984 until 1985, and briefly worked with the Environmental Protection Agency as an Atlanta-based regional inspector before returning to his passion of public school education.
From 1986 until his retirement in 2000, Dr. Lockhart was a counselor for Atlanta Public Schools, supporting and encouraging students with the unique perspective he gained from more than 25 years of diverse educational and industry experience. He was recruited to serve on the Atlanta Mayor's Task Force on Public Education from 1988 until 1996, and sat on the board of directors of Economic Opportunity Atlanta. Additionally, in 1955 he founded the Georgia School Counselors Association, a division of the Georgia Teachers and Education Association, Inc., the Georgia Personnel and Guidance Association, a branch of the American Personnel and Guidance Association, Inc. in 1964, and the Georgia State College Fair Program, a program to introduce junior and senior high school students to post-secondary education in 1965.
Dr. Lockhart is a lifelong supporter of the Boy Scouts of America, a Silver Beaver Award winner and the former assistant commissioner of the Atlanta Area Council. In recognition of his career-long commitment to serving public school students in Georgia, he has been presented with numerous awards and accolades, including a Teacher of the Year award from the Georgia Chamber of Commerce and a Governor's Medallion Award.
In addition to his work in youth services, Dr. Lockhart sat on Tuskegee University's Forest Resource Council and held several leadership roles over 25 years of service to the Atlanta National Association for the Advancement of Colored People. He attributes his success to his dedication to pursuing his dream and his sustained passion for helping children find and develop their purpose. Dr. Lockhart remains active in community life as the president of the Atlanta University Consortium Chapter of Phi Delta Kappa and the Zion Hill Baptist Church, and is professionally affiliated with the National Education Association, the American Counseling Association and the Association for Supervision and Curriculum Development.
