Cambia, a nonprofit health company based in Portland, Oregon, notably serves as the parent company of four health insurers bearing the Regence name and licensees of the Blue Cross Blue Shield Association, as well as other subsidiaries. Mr. Hartford joined Cambia after more than a decade as a general counsel and staff attorney for Blue Cross and Blue Shield of Utah in Salt Lake City.
During the length of his tenure in the Blue Cross Blue Shield system, Mr. Hartford has enjoyed the great mentorship of bosses and colleagues alike, from Mike Tobin, who was the first attorney he worked with, to John Attey, the current chief legal officer at Cambia.
Mr. Hartford studied at Saint John's College in Oxford, England, before earning a Bachelor of Arts at The University of the South in Tennessee in 1982, where he was a member of the Order of Gownsmen. Continuing his education, he completed a Doctor of Jurisprudence at Washington University in Saint Louis in 1985. Eminently qualified in his field, Mr. Hartford was admitted shortly thereafter to practice law by the Utah State Bar and the U.S. District Court of Utah. To support his legal career, he has been a respected member of the American Bar Association for many years.
Recognized for his accomplishments, Mr. Hartford received the Roger G. Wilson Award from the Blue Cross Blue Shield Association in 2017. This was only the second time the award had ever been bestowed (and Mr. Hartford is sure they will get it right with more practice). Roger G. Wilson was a recognized counsel for the Blue Cross Blue Shield Association for many years. A celebrated Marquis listee, Mr. Hartford has been cited in the third edition of Who's Who of Emerging Leaders in America and the sixth edition of Who's Who in American Law.
