MACOMB, IL, January 13, 2021 /24-7PressRelease/ -- Jill Joline Myers has been included in Marquis Who's Who. After earning a Bachelor of Science from Millersville State University and a Doctor of Jurisprudence from the University of Baltimore School of Law, Ms. Myers began her career at Legal Aid representing abused and neglected children. She enjoyed her tenure in this position, as she was able to advocate for those who could not help themselves. Ms. Myers then found success as a prosecutor for the city of Baltimore. As a state prosecutor and a special Assistant U.S. attorney she worked with habitual juvenile offenders, narcotics traffickers, violent offenders, and led the electronics and wiretap division that targeted violent gang and terrorist activities. As a prosecutor she was tasked with providing legal training for state and federal law enforcement agencies and writing and advocating policies and legislation for the Maryland General Assembly. For her work on major criminal investigations, Ms. Myers received two Bronze Stars for Excellence from the Commissioner of the Baltimore Police Department.
After serving more than 20 years as a prosecutor, Ms. Myers subsequently shifted her focus and became a professor at Western Illinois University. She currently serves as the Director of the School of Law Enforcement and Justice Administration (LEJA) at Western Illinois University. Her role is to oversee their three bachelor of science degrees (Law Enforcement and Justice Administration, Emergency Management, and Fire Protection Services) and their Master of Arts Degree in Public Safety Administration. Additionally, she teaches law-related courses to students, lawyers, police officers, federal agents and legislators. Ms. Myers has also conducted several adjunct professorships at the University of Baltimore and Carroll Community College. She currently adjuncts for the Illinois Law Enforcement Training and Standards Board Executive Institute, Mobile Training Units, and Spoon River College. She has authored several books concerning criminal justice practices, juvenile justice reforms, and one entitled, "Responding to Cyber Bullying an Action Tool for School Leaders". She has published numerous articles and presented countless talks and seminars on privacy and technology, the legal standard for use of force, Constitutional criminal procedures, juvenile officer training, cyber investigations, cyber baggage, civil liability of public safety officials, and qualified immunity.
As the School of LEJA's director, Ms. Myers specializes in constitutional law in relation to the Fourth, First, Fifth, and Fourteenth Amendments. Furthermore, she strives to advance public safety initiatives to meet current standards and objectives. Through her leadership the School has developed new and current curriculum that actively engages students, focuses on community concerns, and incorporates new technologies. Due to the increased recent incidents of floods, fires, hurricanes, tsunamis, the current pandemic, and manmade disasters as well as technological improvements in GIS and virtual accessibility, the methodology and response to disaster situations has radically changed. Thus, the School has established an Emergency Operation Center that will provide essential services to ensure continuity of operations on the campus as well as in the Western Region of Illinois and offer mutual aid to the surrounding states. The state-of-the-art curriculum now encompasses FEMA, military, search and rescue, and National Incident management System -endorsed accreditation requirements.
Over the years, Ms. Myers has been incredibly grateful to contribute to the next generation of public servants. She enjoys when students and reformed criminals return to thank her for her academic and personal efforts or just call to run by scenarios for her opinion. Ms. Myers attributes her professional success to hard work, extensive preparation, the ability to inspire others, and build lasting relationships.
As a dedicated community member, Ms. Myers serves on several boards. She is elected to serve as president of the local school board where in addition to the board's responsibilities, she delivered lunches and school supplies to students during the COVID-19 pandemic. She is also an appointed member of the police and fire commission, the league of women voters, and the local museum board. She is the president elect of the Rotary Club and devotes her time to offering cyber safety and digital citizenship trainings to school children, parents, and educators. She was a script consultant for the production of the television show, "The Wire" and she enjoys traveling and learning about American history and events.
