With decades of diplomatic experience to his credit, Dr. Balogun has harbored a predisposition for governance and public administration from a young age. A Nigerian native, many of his family members—particularly his father, who was active as the community leader—exhibited exceptional skill in consensus building and interpersonal communication. Prior to his professional ventures, Dr. Balogun completed his undergraduate education and earned a Doctor of Philosophy in public sector management from the University of Leeds in 1973. He taught at reputable universities, rising ultimately to the position of professor of public administration. Additionally, he cultivated a secondary career as a policy analyst and commentator. He has published full-length textbooks on public and international affairs, along with well-regarded articles in leading and peer-reviewed journals. His most recent book titled, Hegemony and Sovereign Equality: The Interest Contiguity Theory in International Relations revisits contemporary narratives on inter-state relations from the global South's viewpoint. It is read widely by diplomats and students of international relations.
Currently, Dr. Balogun serves as the special advisor to the president of the United Nations General Assembly. In this capacity, he advises on strategies to implement initiatives for the eradication of poverty, the expansion of access to quality education and support to efforts at boosting food production across the globe. He has also organized high-level intergovernmental summits and discussions while also assisting in the conduct of diplomatic negotiations between and among UN delegations. Moreover, Dr. Balogun prepares official briefings for the president of the United Nations General Assembly as well as all other interested parties.
Dr. Balogun maintains his civic responsibilities as the founding editor of the African Journal for Public Administration and Management and as past Secretary-General of the Nigerian Association for Public Administration and Management. He attributes his success to his strong work ethic, dedication, education and perseverance regardless of the obstacles that may have presented themselves through the years.
