Mr. Kilpatric is an attorney and lobbyist celebrating more than 45 years of successful practice representing clients in the insurance, energy and financial sectors. He holds a Bachelor of Arts from the University of California Berkeley and was drafted to serve in the United States Army during the Vietnam War shortly after his graduation. After graduating second in his artillery officers candidate class, Mr. Kilpatric was commissioned as an officer in the Army. Mr. Kilpatric was discharged in 1968, decorated with a Bronze Star and a Commendation Medal.
Many of Mr. Kilpatric's friends had chosen to attend law school, and he elected to follow their paths, earning his Doctor of Jurisprudence at the University of California Hastings College of Law in 1972. He began his legal career as a deputy district attorney for Contra Costa County, practicing for one year before relocating to New Mexico. Mr. Kilpatric became counsel to Montgomery & Andrews in 1974, and he remains an active member of the firm. Throughout his career, Mr. Kilpatric has developed a reputation for outstanding and ethical practice on behalf of industry clients, both in the courtroom and in the legislative chambers. His policy lobbying work was instrumental in the creation of major legislation, including the 2005 New Mexico Personal Insurance Credit Information Act and the 2007 Surface Owners Protection Act.
Mr. Kilpatric is the co-author of the New Mexico chapter of the State Capital Group's "50 State Handbook of Lobbying, PACs, and Campaign Finance" and the New Mexico Hotel and Motel Laws Book, and a regular contributor to the FORC Quarterly Journal of Insurance Law and Regulation. Among other honors, he holds an AV Preeminent Peer-Review Rating from Martindale-Hubbell, has been included in the Best Government Relations Lawyers in America each year since 2007, and was named 2012 Santa Fe Lawyer of the Year for Government Relations Practice.
Mr. Kilpatric is the recipient of the NMOGA 2008 Jason A. Kellahin Award for Outstanding Legislative Advocacy, an accolade he considers to be one of the greatest accomplishments of his career. As a part of his commitment to the advancement of the legal profession as a whole, Mr. Kilpatric is an advisor for junior attorneys, and holds leadership positions in the American Bar Association, the State Bar of New Mexico, the Federation of Regulatory Counsel and advisory committees of the New Mexico Supreme Court. Mr. Kilpatric is a fellow of the New Mexico Bar Foundation and a founding board member of the New Mexico Tax Research Institute.
