Driven to help families in her community, Ms. McGowan began her career as an Office Manager for the Mayor Washington Political Education Project. From there, she served as Aide to the Executive Director of Housing Management for the Chicago Housing Authority; served as Administrative Assistant to the Commissioner of the Metropolitan Water Reclamation District of Greater Chicago; served as Facility Coordinator for the Chicago Park District before obtaining her current roles. As Commissioner of the Metropolitan Water Reclamation District since 1998, and Vice President since 2011, she ensures that the residents of Cook County have clean drinking water, oversees 2,000 employees throughout the county," and educates county residents regarding the evolving events at the Metropolitan Water Reclamation District of Greater Chicago.
Alongside her work with the Metropolitan Water Reclamation District, Ms. McGowan aligns herself with the Westside NAACP, the Westside Black Elected Officials, the Congress and Danny K. Davis Organization, the Illinois Voters of Independence, Cook County Democratic Women and the 29th Ward Democratic Community Organization. Dedicated to giving back to her local community, she also serves as an executive member of the 37th Ward Community Organization, where she has lent her considerable expertise since 2017.
In light of her professional achievements, Ms. McGowan received an award from the West Side Ministers Coalition in 2009 and a Women of Excellence Award though the Chicago Defender in 2015. More recently, she earned a Trailblazer Award in 2017 and was inducted into the National Civil Rights Hall of Fame in 2020. Although her career has been filled with highlights, she is especially proud of convincing the Metropolitan Water Reclamation District of Greater Chicago to celebrate Black History Month for the entire month of February. Looking ahead, Ms. McGowan intends to retire and volunteer at a local children's hospital.
Commissioner McGowan looks forward to spending more time with her lovely daughter, Donna LaMour (Wesley) and handsome son, John Jr., her loving grandson Tony Dante' (Sierra) in addition to her two beautiful granddaughters, Kelsee' Symone and Ta'Sandra Marie, and her adopted daughter Brenda Eileen. She is grateful to them for their unlimited love, commitment, support and giving spirit.
